Key Responsibilities

• Carry out annual compliance audits for regulated natural gas utilities.
• Plan audits, perform testing, document findings, and prepare audit reports.
• Review utility tariff filings to ensure completeness, accuracy, and compliance with Commission rules and orders.
• Investigate billing discrepancies and document findings.
• Analyze financial data to determine appropriate earnings levels based on revenues, costs, investments, and cost of capital.
• Develop methodologies to forecast future earnings using trend analysis and economic indicators.
• Build and maintain complex spreadsheets and databases for audit analysis and historical tracking.
• Perform financial and operational analyses related to utility rate cases and alternative ratemaking mechanisms.
• Prepare and review technical advisory memoranda and present staff recommendations to Commissioners.
• Respond to inquiries from consumers and industry representatives regarding regulatory and audit matters.

Minimum Qualifications

• Graduation from an accredited college or university with a bachelor's degree in accounting, finance or economics and 3 years of directly related experience or an equivalent combination of education and experience.
• The position will be filled with a person who has the ability to manage multiple projects in a timely manner, organize and prioritize assignments.
• Advance skill level in Microsoft Office including Word, Outlook, and Excel is necessary to perform job responsibilities.

Preferred Qualifications

• Certified Public Accountant (CPA) certification strongly preferred.

Job Overview

This position is responsible for conducting audits and examinations of investor-owned utility companies operating within the State of Tennessee. This position is involved in the following types of proceedings before the Commission including but not limited to general rates cases, annual expense or commodity cost recovery proceedings, rulemaking, and requests for special orders. This position will be involved in matters involving utilities regulated by the Commission, including advanced work on complex accounting matters. This position acts as a technical expert for the Commission. The work requires independent assessment, evaluation, research, and development of recommendations to resolve pending issues. This classification may perform responsibilities at a lead level under the guidance of the division director.
