About the role

Accenture Strategy & Consulting is seeking a Tolling Industry Senior Manager to lead complex, programmatic, and organizational transformation for tolling agencies, transportation authorities, and related public sector entities. This role drives industry-specific, functional, and digital operating model transformation across the full tolling ecosystem, including back office modernization, customer service redesign, and roadside systems integration. The Senior Manager will also identify, qualify, and shape new client opportunities while contributing to the growth of the tolling practice through deep domain expertise and collaborative leadership. Ability to travel 75–100%.

Responsibilities

  • Lead large, cross-functional teams and manage multiple workstreams with minimal oversight.
  • Engage with senior client executives, including state DOT leadership, tolling authority executives, and C-suite stakeholders.
  • Drive transformation across the tolling ecosystem, spanning back office modernization, customer service redesign, and roadside systems integration.
  • Contribute to identifying, qualifying, and shaping new client opportunities in the tolling sector.
  • Develop the tolling practice by bringing deep domain expertise, innovative thinking, and collaborative leadership to engagements.
  • Lead tolling technology procurements, system replacements, or back-office modernization programs.
  • Collaborate across diverse teams—including client personnel, technology partners, and internal practice leadership—to deliver integrated outcomes.
  • Participate in tolling industry forums, working groups, or associations (e.g., IBTTA, AAMVA, state tolling coalitions).
  • Mentor and develop junior consulting practitioners in tolling or transportation engagements.

Requirements

  • A minimum of 8 years of public service or tolling industry experience.
  • A minimum of 7 years of high-value consulting experience, with a significant portion in the tolling or broader transportation sector.
  • Deep tolling domain knowledge, including:
    • Back-office systems (tolling customer account management, billing, dispute resolution, interoperability hubs, and violation enforcement).
    • Customer service operations (contact center models, digital self-service, escalation frameworks).
    • Roadside systems (gantry and lane technology, transponder ecosystems, tolling enforcement technology).
  • A minimum of 7 years of experience leading large, cross-functional teams and managing multiple workstreams simultaneously.

Qualifications

  • Bachelor’s degree (preferred).
  • Comprehensive understanding of the tolling industry competitive landscape, including relationships with major system integrators and technology vendors, awareness of peer agency strategies, and knowledge of the procurement and policy environment.
  • Clear understanding of major challenges and opportunities in the tolling industry, such as revenue leakage mitigation, multi-agency interoperability, transition to cashless and all-electronic tolling, customer experience modernization, and equity in tolling.
  • Proven ability to qualify, shape, and drive new business opportunities within the tolling sector, including contributing to proposals, positioning strategies, and client relationship development.
  • Direct experience leading tolling technology procurements, system replacements, or back-office modernization programs.
  • Experience developing and implementing innovations in tolling, such as AI-driven customer service, predictive analytics for revenue management, or connected vehicle tolling pilots.
  • Government finance, capital program, or budgeting experience specific to tolling or transportation infrastructure.

Pay

Compensation varies based on location, role, skill set, and experience. Below are the annual salary ranges for this role by location:

  • California: $132,500 to $338,300
  • Cleveland: $122,700 to $270,600
  • Colorado: $132,500 to $292,200
  • District of Columbia: $141,100 to $311,200
  • Illinois: $122,700 to $292,200
  • Maine: $112,900 to $249,000
  • Maryland: $132,500 to $292,200
  • Massachusetts: $132,500 to $311,200
  • Minnesota: $132,500 to $292,200
  • New York: $122,700 to $338,300
  • New Jersey: $141,100 to $338,300
  • Virginia: $122,700 to $311,200
