About the role

We are seeking an experienced Scoping Network Engineer for a contract opportunity in Plano, TX with a leading telecommunications organization supporting T-Mobile network construction and deployment. This hybrid position requires a minimum of three days per week in the Plano office, with some U.S. travel as needed.

Responsibilities

The ideal candidate will bring strong hands-on experience with T-Mobile construction, Construction Drawings (CDs), RFDSs, technical scope review, network deployment, and Additional/Add-On Sales (AOS) identification and documentation. This is an excellent opportunity for a seasoned telecom professional to play a key role in determining exactly what needs to be built at wireless network sites and identifying additional work beyond the original awarded scope.

  • Review Construction Drawings (CDs), RFDSs, project documentation, and technical scope to determine site requirements
  • Compare awarded/project scope against actual construction requirements
  • Identify discrepancies and work that falls outside the original awarded scope
  • Identify and document Additional/Add-On Sales (AOS) opportunities
  • Support or prepare T-Mobile AOS submissions and related scope documentation
  • Participate in technical scoping discussions with T-Mobile, customers, project teams, and other stakeholders
  • Clearly communicate what is being built at a site and explain technical scope requirements
  • Support T-Mobile modifications, site projects, and ongoing network deployment activities
  • Perform upfront site-scoping activities and review proposed builds to determine required scope
  • Collaborate with engineering, construction, project management, and customer teams
  • Identify customer requirements and develop appropriate technical plans or recommendations
  • Manage multiple assignments independently while maintaining project and customer expectations

Requirements

  • 10+ years of relevant telecommunications/network engineering experience or equivalent applicable experience
  • Direct experience supporting T-Mobile construction and/or network deployment projects
  • Hands-on experience reviewing Construction Drawings (CDs), RFDSs, and technical project documentation
  • Demonstrated ability to compare awarded scope against actual construction requirements
  • Experience identifying work outside the original awarded/project scope
  • Experience identifying and/or submitting T-Mobile Additional/Add-On Sales (AOS) opportunities
  • Strong understanding of the T-Mobile AOS process
  • Experience participating in technical site-scoping meetings with T-Mobile or another major wireless carrier
  • Ability to independently determine what needs to be built based on technical documentation and project requirements
  • Strong written and verbal communication skills
  • Proficiency with Microsoft Office
  • Ability to manage multiple assignments independently and coordinate with engineering, construction, project management, and customer teams
  • Ability and willingness to work from the Plano, TX office at least three days per week
  • Flexibility to travel within the United States as required

Qualifications

  • Bachelor's degree in Electrical Engineering, Computer Science, Telecommunications, or a related field
  • Experience with 5G NR, Massive MIMO, mmWave, LAA, 4G LTE, IoT, CBRS, and/or multi-vendor wireless networks
  • Experience with radio network design, implementation, tuning, and optimization
  • Experience with Planet EV and Atoll planning tools
  • Understanding of link budgets, cell planning, tilt/azimuth optimization, site selection, and Automatic Cell Planning (ACP)
  • Knowledge of Monte Carlo analysis and model tuning
  • Experience with TEMS, Actix, Agilent, or R&S optimization and drive-test tools
  • Understanding of LTE/5G Layer 3 messaging, KPIs, accessibility, retainability, handover performance, and network capacity
  • Experience with Ericsson ENM and RAN optimization tools
  • Ability to analyze network performance data and recommend parameter or feature changes
