About the role

CHA Consulting, Inc. is seeking a Texas Business Development Leader to lead strategic growth and expand our market presence across Texas. The ideal candidate will have a minimum of 10 years of experience in project management, technical leadership, and business development with a proven track record of success.

Responsibilities

  • Lead strategic growth efforts across the Water market, strengthening CHA’s visibility and competitive position across utilities and public sectors
  • Develop and execute targeted sales strategies aligned with organizational business goals and water market priorities
  • Identify, pursue, and cultivate new business opportunities across utilities, land development, municipalities, regional authorities, and water-focused public agencies
  • Manage client database (CRM), generate leads, and follow up to maintain a strong and sustainable opportunity pipeline
  • Develop compelling content for proposals, conferences, social media, and water-focused marketing initiatives
  • Represent CHA at water industry conferences and events, building lasting relationships with utility leaders, executives, and technical decision-makers
  • Collaborate with CHA leadership teams to support proposal development and strategic pursuit decisions
  • Provide market updates, sales forecasts, and strategic insights to senior leadership to inform growth planning

Requirements

  • Bachelor’s degree or equivalent combination of education and experience required
  • Minimum of 10 years of experience in project management, technical leadership, and business development with proven success as a leader
  • Tech-savvy with the ability to position teams and pursuits for strong technical execution, financial performance, and sustained client satisfaction
  • Demonstrated ability to develop and sustain long-term client relationships
  • Exceptional communication skills—persuasive, engaging, and effective across all audiences
  • Strong analytical and strategic mindset with the ability to identify market trends and growth opportunities
  • Able to work independently, exercise sound judgment, and balance multiple priorities
  • Commitment to continuous improvement, innovation, and advancing CHA’s vision
  • Able to inspire, motivate, and build relationships across the company, including with C-suite executives, procurement teams, and engineering leaders
  • Professional technical licensure or equivalent professional experience preferred
