About the role

The County of Riverside’s Department of Human Resources - Temporary Assignment Program (TAP) has an opportunity for a Temporary Human Resources Technician I/II to support the Pre-employment Division. This is a full-time temporary position located in Riverside.

The selected candidate will oversee the pre-employment process for candidates, including scheduling background checks and Live Scan fingerprints, coordinating occupational health appointments, tracking candidate status through pre-employment, and organizing start dates with departments. The role requires managing multiple assignments, strong attention to detail, and an organized workload. Computer literacy with intermediate skills in Microsoft Office Suite is required; knowledge of PeopleSoft and/or NEOGOV is highly desired. The level (I or II) will be determined based on candidate qualifications.

The Temporary Assignment Program (TAP) recruits and hires temporary employees for all County departments and offers a pathway to learn about working for the County.

Responsibilities

  • Prepares preliminary recruitment plans for filling position vacancies; writes and places advertisements; prepares written job announcements; assists in developing supplemental questionnaires for employment applications.
  • Reviews resumes to determine applicant eligibility; notifies applicants of decisions; advises applicants on employment requirements, examination processes, and disqualification reasons.
  • May assist in developing criteria for rating and grouping candidate qualifications; applies criteria to evaluate applicant competitiveness; arranges qualifications appraisal panel interviews, including selecting interviewers and coordinating logistics.
  • Certifies eligibility for employment; establishes certification guidelines with County departments; provides advice and enforces personnel certification policies.
  • Reviews resumes, personnel transaction forms, and related documents for compliance with procedures; resolves omissions and discrepancies with department staff.
  • Makes referrals to other agencies as appropriate.
  • Gathers data and statistics on recruitment and selection processes; recommends and implements system adjustments to enhance efficiency.

Requirements

Possession of a valid California Driver’s License may be required.

Qualifications

Temporary Human Resources Technician I

$22.78 hourly

  • Option I: Two years of experience maintaining and processing personnel records and working with personnel rules and regulations.
  • Option II: Completion of 18 semester or 27 quarter units from a recognized college in business/public administration, social/behavioral sciences, or a closely related field.

Temporary Human Resources Technician II

$26.63 hourly

  • Option I: One year of technical human resources experience interpreting and applying human resources rules and regulations, equivalent to a Human Resources Technician I with Riverside County.
  • Option II: Completion of 18 semester or 27 quarter units from a recognized college in public/business administration, social/behavioral sciences, or a closely related field. (An additional year of qualifying experience may substitute for the required education.) AND two years of experience equivalent to a Senior Human Resources Clerk with Riverside County.

Skills

  • Knowledge of laws, ordinances, rules, regulations, and procedures governing Human Resources and personnel activities.
  • Understanding of personnel records, documentation, occupational titles, job duties, and employment standards.
  • Ability to evaluate education, experience, and qualifications for compliance with requirements.
  • Strong written and oral communication skills; ability to explain regulations, policies, and procedures.
  • Effective collaboration with applicants, co-workers, agencies, and the community.
  • Proficiency in maintaining accurate records, preparing reports, and performing basic statistical computations.
  • Problem-solving skills and ability to collect, evaluate, and summarize data.

Pre-employment
