Technology Advantage Analyst

About the role

Spektrum supports apex purchasers (NATO, UN, EU, and National Government and Defence) and their Tier 1 supplier ecosystem with a wide range of specialist services. We provide professional services, specialised aerospace and defence sales, delivery, and operational subject matter expertise to key client projects, including the NATO Communication and Information Agency (NCIA).

The NCIA is responsible for providing secure and effective communications and information technology (IT) services to NATO's member countries and partners. Established in 2012 and headquartered in Brussels, Belgium, the NCIA delivers services such as cyber security, command and control systems, satellite communications, electronic warfare, and information management.

This role is part of the Assistance and Advisory Service (AAS) program, supporting the NCI Agency’s mission to enable NATO Allies to consult and stand together in the face of threats. The role focuses on analysing Emerging and Disruptive Technologies (EDT) to ensure NATO remains competitive, innovative, and operationally relevant.

Responsibilities

• Contribute to the identification of new and cataloguing of existing EDTs.
• Provide deliverables to support the development and production of the Technology Advantage (TA) critical enabler.
• Analyse how TA can support identified Warfare Development Initiative (WDI) Lines of Development.
• Update current TA Vision documents to describe a common understanding of TA.
• Prepare an initial draft Action Plan for the development of TA.
• Support the definition of Initial Operating Capability (IOC) and Final Operating Capability (FOC).
• Support the creation of a TA community of interest, engaging with internal NATO and external stakeholders.
• Support the TA Project Manager and Sponsor by providing information and reports on TA Action Plan activities and integration with associated projects and experimentation.
• Interact directly with external stakeholders within the scope of this contract.

Requirements

• Two years’ experience in the acquisition, assembly, and interpretation of research & technology information.
• Knowledge of S&T (Science & Technology) information sources in nations, including defence research laboratories, academic institutions, media, and defence ministries.
• Experience interpreting future S&T and EDT-related information to assess military applications and address operational challenges.
• Practical experience with PC office automation products and internet-based information research.
• Ability to conduct analytical work on EDT documentation, identify adoption pathways, and develop practical examples of emerging technologies in modern conflicts.

Qualifications

• A minimum of a Bachelor’s degree from a nationally recognised/certified university in computer science, information and communication technology, or a closely related scientific or engineering discipline, plus 4 years of post-related experience.
• Alternatively, the lack of a university degree may be compensated by at least 6 years of extensive and progressive experience in duties related to the function of the post.
• Demonstrated proficiency in English as defined in STANAG 6001 (Standardized Linguistic Profile 3333 – Listening, Speaking, Reading, and Writing) or equivalent.

Pay

Contract duration: September 2026 – December 2030.

Valid National or NATO Secret personal security clearance required.
