About the role

Koniag Management Solutions, LLC a Koniag Government Services company, is seeking a Technical Support Management (TSM) Specialist with a Secret security clearance to support KMS and our government customer in Mobile, AL. This position is for a Future New Business Opportunity. Responsibilities

  • Manage deficiency records and processes throughout the OPC construction and testing lifecycle.
  • Provide TSM System and Electronic Trial Card (ETC) system overview and training to OPC PRO personnel, USN INSURV team members, and shipbuilder personnel.
  • Support tracking of deficiency records including Surveillance, Test Witnessing, Compartment Completion Inspection, Corrective Action Requests (CARs), Trial Cards, and Project Management records.
  • Develop and maintain ship unique data and databases for OPC PRO deficiency record input into ETC tool and TSM system.
  • Aid OPC PRO personnel in maintaining and updating status of deficiency records from creation through closure in ETC tool and TSM system.
  • Aid in preparation of technical briefings, assessments, audits, and milestone reviews.
  • Utilize available programs, tools, and data sources to prepare weekly program management reports and technical/financial metric status reports.
  • Provide trial card status reports through metrics and progress the correction of deficiencies post-trials.
  • Support dock side and at-sea portions of trials including dock trials, builders' trials, and Acceptance Trials.
  • Maintain deployable mini-local area network for sea trials consisting of maximum twenty (20) laptops and associated network infrastructure.
  • Ensure computer software and hardware is updated and maintained in accordance with Coast Guard and NAVSEA TSM requirements.
  • Respond to USN INSURV trial card database requests pre, during, and post trials.
  • Attend meetings in relation to assigned tasks and support program reviews as assigned.
  • Maintain individual Security+ certification based on re-certification requirements from certifying authority (contractor responsibility, not Government).
  • Ensure all equipment required to support trials is compliant with Authorization to Operate (ATO) rules and regulations.

Qualifications

  • Required Education and Experience: Bachelor's degree OR at least six (6) years of relevant experience.
  • Current Security+ certification (contractor responsible for maintaining certification throughout contract period).
  • Expertise in use of Government TSM system and ETC tool.
  • Proficiency in use of Microsoft Office suite applications including Word, Excel, PowerPoint, and Access.
  • Comprehensive knowledge of ship construction deficiency records management processes.
  • Strong technical aptitude for database management and troubleshooting.
  • Excellent organizational skills for tracking multiple deficiency records simultaneously.
  • Strong attention to detail in defect coding and technical documentation.
  • Ability to work independently during sea trials and production inspection cycles.
  • Ability to provide training and technical guidance to Government and contractor personnel.
  • Ability to deploy and maintain local area network infrastructure for trials.
  • Understanding of Coast Guard and NAVSEA technical requirements and compliance standards.
  • Flexibility to support trials during non-standard hours including weekends, evenings, and sea duty.
  • Strong communication skills for coordinating with multiple stakeholders including USCG, Navy INSURV, and shipbuilder personnel.
  • Ability to work in shipyard and shipboard environments with moderate physical demands.

Skills and Competencies

  • Experience with Navy Board of Inspection and Survey (INSURV) inspection processes.
  • Familiarity with shipbuilding Quality Assurance processes and Corrective Action Request systems.
  • Experience supporting at-sea trials and shipboard operations.
  • Knowledge of Coast Guard or Navy ship construction standards and specifications.
  • Experience with Configuration Management and change control processes.
  • Understanding of Authorization to Operate (ATO) compliance requirements and cybersecurity protocols.
  • Experience with shipbuilding test and trial procedures including dock trials, builders' trials, and acceptance trials.
  • Experience with deficiency trending analysis and metrics development.
  • Knowledge of ship compartment completion inspection processes.
  • Understanding of ship systems testing and commissioning activities.
  • Experience with mobile network deployment in maritime environments.
