About the role

As the Technical Services Program Manager, you will act as the operational backbone and "right hand" to the Director, taking complete ownership of building, scaling, and maintaining all technical service programs from the ground up. In this hands-on, high-impact role, you will be responsible for translating high-level strategy into structured, day-to-day execution across the portfolio. Your core mission is to ensure every technical program—including the HVAC Program, Base Building Maintenance (BBM), Generator, UPS, Electrical, and Elevator programs—is fully documented in the Quality Management System (QMS), rigorously trained across a 100+ member matrixed staff, and continuously monitored through robust QA/QC and KPI tracking. If you thrive on building operational frameworks, driving compliance, and ensuring cross-functional alignment between technical and non-technical teams, this is your opportunity to shape the standard of excellence.

Responsibilities

  • End-to-End Program Ownership & Development: Build, design, and scale new technical services programs from the ground up, aligning them with incentive KPIs, operational requirements, and evolving client needs. Oversee the lifecycle of all core programs, including HVAC, BBM, Generator, UPS, Electrical, and Elevator programs.
  • QMS Documentation & QA/QC: Own the documentation of all technical programs within the QMS library, establishing clear standard operating procedures (SOPs) and version control. Partner with program leads to conduct regular Quality Assurance and Quality Control (QA/QC), modifying workflows dynamically as client or site requirements change.
  • Training & Cross-Functional Enablement: Collaborate with interdependent teams to design, develop, and deliver comprehensive training modules on program details. Ensure 100% adherence and knowledge transfer across the entire 100+ matrixed staff, covering both technical and non-technical personnel.
  • KPI Artifacts & Reporting: Own the collection, tracking, and reporting of all KPI artifacts across technical services, providing clear performance insights and accountability dashboards.
  • Financial Management & Budgeting: Manage and maintain financial accruals, OPEX, and CAPEX budgets for all technical services within your scope, ensuring accurate forecasting, cost control, and fiscal alignment.

Requirements

  • Bachelor's degree in Facilities Management, Engineering, Business Administration, or a related field (or equivalent practical experience).
  • 5–7+ years of experience in program management, technical operations, or facilities maintenance.
  • Proven experience building operational programs from the ground up, documenting workflows in a QMS library, and driving compliance.
  • Experience managing operational budgets (OPEX/CAPEX) and financial accruals.

Skills

  • Strong technical literacy across HVAC, electrical systems, generators, UPS, and critical building infrastructure.
  • Exceptional training and presentation skills, with a track record of enabling both technical and non-technical teams.
  • Strong command of KPI tracking, data reporting, and continuous improvement methodologies (QA/QC).
  • Outstanding organizational skills and the ability to collaborate effectively across a large, matrixed team environment.

Schedule

Location: On-site position (Preferred locations: San Francisco / Mountain View).
