Technical Manager - Roadway Design (North Dakota)
About the Role
Ulteig is seeking a Technical Manager to lead and support our North Dakota transportation design team. This group focuses on delivering quality transportation projects, growing technical talent, and strengthening client relationships across North Dakota and the broader transportation market.
This role is ideal for a leader who enjoys staying connected to project delivery while developing people. The Technical Manager will operate in a seller-doer leadership model, balancing billable project work, client relationships, business growth, and team development. Leadership happens through the work by creating clarity, supporting quality, mentoring staff, solving problems, and building trust with clients and internal partners.
The selected candidate will report to an Associate Director and collaborate with project managers, task leads, subject matter experts, account managers, marketing, and shared services. This is an opportunity to shape a team, strengthen delivery, support NDDOT and local agency transportation work, and impact Ulteig’s Transportation business.
Responsibilities
- Project and Technical Leadership / Billable Delivery – 50%
- Serve in a billable project leadership role by leading, supporting, and reviewing transportation design work through planning, design, proposal, and construction support phases.
- Provide technical guidance for transportation projects, including roadway design, corridor improvements, safety-focused improvements, multidisciplinary coordination, and public agency delivery.
- Support NDDOT and local agency projects by helping teams understand project requirements, design expectations, quality standards, review comments, schedule commitments, and client priorities.
- Review drawings, calculations, specifications, estimates, reports, and other project deliverables as appropriate.
- Assume responsible charge when needed and appropriate based on licensure, project role, and client requirements.
- Work closely with project managers and task leads to align scope, schedule, budget, staffing, quality expectations, and delivery commitments.
- Help project teams make timely decisions, resolve technical issues, and deliver work that meets Ulteig standards and client expectations.
- Use project delivery as a platform for staff development by creating opportunities for engineers to learn, stretch, and build confidence through meaningful project roles.
- Model strong ownership of project outcomes, including quality, responsiveness, budget awareness, risk management, and follow-through.
- People Leadership and Team Development – 30%
- Lead, coach, and develop transportation professionals through mentorship, performance feedback, career development, and clear expectations.
- Foster a collaborative, accountable, and inclusive team culture focused on quality, continuous improvement, and employee growth.
- Partner with project managers and leadership to balance workloads, align resources, and build the next generation of technical and project leaders.
- Seller-Doer and Business Performance Leadership – 20%
- Support business growth by building strong relationships with NDDOT, local agencies, clients, and internal partners while contributing to pursuits and proposal efforts.
- Strengthen client confidence through high-quality project delivery, proactive communication, practical technical solutions, and responsive support.
- Drive team and business performance by improving processes, supporting project execution, maintaining workload awareness, and helping position Ulteig for future transportation opportunities.
Requirements
- Bachelor's degree in Civil Engineering, Planning, or a related field. PE licensure or other relevant professional credentials preferred.
- 8+ years of transportation engineering, roadway design, traffic, planning, construction, or related experience, including work with NDDOT, local agencies, or public-sector transportation clients.
- Proven ability to lead technical work, mentor and develop staff, and collaborate effectively with project managers, clients, agencies, and business partners.
- Strong communication, leadership, and organizational skills with the ability to manage multiple priorities, provide clear direction, and support successful project delivery in a seller-doer environment.
- Interest in business development, client engagement, innovation, and continuous improvement.
- Must have authorization to work permanently in the United States.

Pay
Target base compensation range for this role is $141,800 - $184,400. Factors that may determine your actual salary include job-specific skills, education, training, job location, years of experience, and comparison to other employees in this role.
