Technical Development Advisor

Serve as a nationally recognized expert in control systems cybersecurity and intelligence-related topics, providing strategic insight, technical expertise, and consulting to advance CIC capabilities.

Responsibilities

• Lead project teams delivering high-impact, sensitive national security work.
• Develop and execute strategic engagement plans aligned with CIC and N&HS directorate priorities.
• Build trusted relationships with USG partners; market INL expertise and translate needs into actionable agreements.
• Identify emerging customer needs and guide long-term R&D investment strategies.
• Facilitate productive interactions with stakeholders; plan meetings, visits, and formal collaborations.
• Manage and grow new research and business areas across DoW, IC, and homeland security sectors.
• Communicate complex technical subjects to both technical and non-technical audiences.
• Mentor junior staff and help cultivate an expert workforce.
• Coordinate across DOE laboratories, FFRDCs, and external partners to support acquisition and cybersecurity programs.

Requirements

• Baccalaureate and 14 years of experience (or relevant industry/military equivalent).
• Master's degree and 8 years of experience (or relevant industry/military equivalent).
• Relevant experiences include cybersecurity; intelligence analysis and operations; strategic planning; program management (especially for classified USG projects); national security issues; and liaison among the USG inter-agency.
• Prior military experience in cybersecurity and intelligence-related leadership positions at the 0-5/0-6 level strongly preferred.
• Broad expertise in DoW and IC cybersecurity challenges, technologies, and mission environments.
• Strong interpersonal skills and the ability to work in a dynamic, expanding global cybersecurity environment.
• Exceptional communication abilities and the professional presence to engage senior leaders and technical experts.
• Demonstrated experience independently leading complex programs and making high-impact decisions.
• Must have US citizenship.
• Must hold a current Top Secret clearance (or equivalent DOE Q clearance) plus SCI access.
• Must be willing and able to complete a polygraph and become a full-time member of DOE’s Field Intelligence Element.
• Must have prior experience working with USG classified programs and be comfortable working in a Special Access Programs environment.

Preferred Qualifications

• Advanced degree in science, engineering, or technical field from an accredited program.

Pay

Level 5 ($137,076 to $281,196). Compensation decisions are determined using factors such as education, relevant experience, and other credentials.

Schedule

• Periodic travel required in the normal course of job performance.
• Position may include exposure to mechanical, electrical, pressure, temperature, and other potential hazards.

• Position may be required to work irregular hours of more than 8 hours/day and work alone.

Physical Requirements

• Frequently required to stand, walk, sit, stoop, kneel, bend, and work in an office and laboratory environment.
• Requires hand/finger dexterity to keyboard or type, handle materials, manipulate tools, and reach with hands and arms.
• Requires operation of job-related equipment and driving a vehicle.
