About the role
STV is seeking a Team Leader / Senior Project Manager to join our Water Practice in Houston, TX. This role is ideal for a senior-level professional with a strong background in water/wastewater infrastructure, team leadership, and municipal client engagement. This position will play a key role in leading project delivery, managing high-performing teams, and supporting the continued growth of STV’s Water practice across Texas.
Responsibilities
- Lead and manage a team of engineers and technical staff supporting water and wastewater modeling, planning, and design efforts.
- Oversee project execution across multiple concurrent municipal projects, ensuring quality, schedule, and budget performance.
- Manage client relationships and serve as a trusted advisor to municipal clients across the Houston region.
- Lead proposal development, including statements of qualifications, scope definition, and fee negotiations.
- Drive business development efforts, including identifying new opportunities and supporting strategic growth initiatives.
- Oversee project financial performance, including forecasting, staffing, and workload balancing.
- Provide technical leadership on water/wastewater infrastructure projects, including pipeline systems, pump stations, and hydraulic modeling.
- Review and guide the development of engineering reports, studies, and design documents.
- Mentor and develop staff from entry-level through senior engineers, including performance management and career development.
- Support QA/QC initiatives and maintain high standards of technical excellence across projects.
- Represent STV at client meetings, industry events, and conferences.
Qualifications
- Bachelor’s degree in Civil, Environmental, or related Engineering field.
- 15+ years of experience in water/wastewater engineering, including project management and team leadership.
- Professional Engineer (PE) license required.
- Strong experience with municipal clients in the Houston/Texas market.
- Proven track record managing multiple projects, teams, and client relationships.
- Experience with proposal development, fee negotiation, and business development.
- Strong understanding of water/wastewater systems including pipelines, pump stations, and hydraulic modeling.
Preferred Qualifications
- Experience leading modeling/planning teams or multidisciplinary water groups.
- Background working with agencies such as City of Houston, regional authorities, or utility districts.
- Demonstrated success growing teams or expanding service offerings.
- Active participation in industry organizations and professional networks.

Pay
The compensation range for this position is $172,102.32 - $196,688.36. Please note that the final salary offered for this position may be outside of this published range based on many factors, including but not limited to geography, education, experience, and/or certifications.
