About the role

Join TCEQ's Office of Air, contributing to the protection and restoration of Texas' air quality as part of the Air Monitoring Division. This position involves purchasing technical equipment, materials, supplies, and services while ensuring compliance with state and agency purchasing regulations.

Responsibilities

• Research suppliers, assist with solicitations, evaluate bids, and develop or revise bid specifications.
• Monitor receipt of goods, prepare receiving reports, and interpret purchasing policies and procedures.
• Review invoices to ensure sufficient funding and compliance with Prompt Payment Law; reconcile division purchases and maintain accuracy in accounting databases (USAS, CAPPS).
• Prepare procurement form change requests to ensure proper fund utilization; verify outstanding encumbrances and correct errors or liquidate remaining funds.
• Collaborate with division budget staff to ensure timely and proper use of funds.
• Ensure compliance with purchasing guidelines and Prompt Payment Law for ProCard purchases; provide guidance to other division cardholders and ensure timely submission of documents.
• Review, approve, and track division purchases; maintain spreadsheets, databases, and files, including documentation for each purchase.

Requirements

• Experience preparing and processing complex requisitions for supplies, equipment, or merchandise.
• Experience interpreting and applying state procurement laws and regulations.
• Experience utilizing procurement methods such as ProCard, Purchase Order, etc.
• Experience with the Centralized Accounting and Payroll/Personnel System (CAPPS).
• Basic Texas Purchase (BTP) or Certified Texas Contract Developer (CTCD) certification.

Qualifications

Required education and experience:

• High school diploma or equivalent plus four years of full-time procurement experience.
• OR five years of full-time administrative experience involving purchasing responsibilities.
• Fifteen semester hours from an accredited college or university may substitute for each six months of required experience (maximum substitution: four years).

If using college coursework to meet qualifications, submit an official college transcript or foreign credential evaluation in CAPPS.

Schedule

Standard business hours: Monday–Friday, 8:00 a.m. – 5:00 p.m. Individual and workgroup schedules determined by the TCEQ Air Monitoring Division.
