Procurement and Contracting Services is looking for a Purchaser IV to perform highly complex (senior level) purchasing and procurement work involving purchasing and procuring goods and services in accordance with procurement policies, procedures, guides, and state laws.

Responsibilities

  • Processes requisitions for term, TXMAS, GPO, funding, spot, and informal solicitation procurements accurately and timely.
  • Reviews requisitions for completeness and compliance; assigns requisitions and enters required information in CAPPS Financials.
  • Enters requisition buyer comments in CAPPS Financials and keeps them updated.
  • Determines the accurate procurement method and works with customers to develop clear specifications.
  • Researches vendors for goods and services; develops quality solicitations and distributes them to vendors.
  • Receives, screens bids, and prepares accurate bid tabulation; makes award recommendations and awards based on best value.
  • Ensures procurement files are complete and compliant using applicable checklists; issues quality POs with accurate information in CAPPS Financials.
  • May process requisitions for formal solicitations up to $100K, contract amendments, and contract renewals.
  • Uploads complete procurement files to SharePoint and/or SCOR within required timelines; responds to quality reviews or audits promptly.
  • Monitors and achieves compliance with PALTS timelines using the requisition status report and PO volume targets using the PO Metrics report.
  • Provides customer service excellence in alignment with PCS Core Customer Service Principles: Be responsive, set clear expectations, be transparent, courteous, consistent, resourceful, embrace complaints, and pursue continuous improvement.
  • Provides guidance to customers and purchasers regarding purchasing policies and procedures; collaborates with warehouse, accounting, and agency staff on PO issues.
  • Responds to all communication formats within required timelines.
  • Participates in procurement-related workgroups, events, and special projects; supports agency’s disaster response, recovery, and Business Continuity Plan activation.
  • Completes agency-required training, CTCD continuing education, and renewal within required timelines.
  • Enters leave and certifies time in CAPPS within required timelines; attends "In Office" required days (at least three days per work week).
  • May be required to work overtime during the busy procurement season (March through August).
  • May provide procurement training to purchasers.

Requirements

  • Graduation from high school or equivalent.
  • A minimum of 2 years of purchasing, procurement, or contract management experience.
  • Must obtain Certified Texas Contract Developer (CTCD) certification within 6 months of hire; CTCD preferred.

Skills

  • Advanced knowledge of state and federal laws and regulations governing state purchasing.
  • Advanced knowledge of purchasing and procurement methods, procedures, and state procurement principles.
  • Advanced knowledge of assigned commodities, products on the open market, and supply sources.
  • Proficient skill in using computers and applicable software.
  • Proficient skill in problem-solving, including asking appropriate questions and identifying resources.
  • Ability to logically assemble and evaluate information; maintain required record-keeping systems.
  • Ability to communicate clearly, both verbally and in writing.
  • Ability to schedule, prioritize, monitor, and complete multiple assignments timely.
  • Ability to work effectively independently and as part of a team.
  • Ability to act logically and appropriately based on well-thought-out analysis of situations or problems.
  • Ability to work in a fast-paced environment; strong attention to detail.

Pay

Salary Range: $4,020.33 - $4,930.00 per month.

Schedule

  • Full-time, non-exempt position.
  • Day shift (First).
  • Required to come into the office at least three days per work week; telework availability subject to agency policy.
