About Us

Founded in 1996, Texas Children’s Health Plan is the nation's first health maintenance organization (HMO) created just for children. We provide STAR/Medicaid and Children's Health Insurance Program (CHIP) to pregnant women, teens, children, and adults in Houston and surrounding areas. The Health Plan has more than 375,000 members who receive care from a network of more than 1,100 primary care physicians, 3,200 specialists, and 70 hospitals. Texas Children’s Health Plan is the largest combined STAR/CHIP Managed Care Organization in the Harris County service area.

Responsibilities

• Translates users’ needs into detailed requirement specifications
• Identifies system or application needs
• Analyzes current business practices, user needs, and workflow processes
• Documents the current as-is and to-be business processes
• Supports system installation through the implementation cycle
• Establishes project governance and facilitates Steering and Work team meetings
• Updates and tracks project implementation plans
• Develops, schedules, and facilitates test plans for software, network, integration, user acceptance, and parallel usage
• Prepares and implements procedures for downtime, end-users, production, and help desk
• Performs configuration analysis for system design associated with medium-sized projects of average complexity
• Facilitates design analysis with users to determine configuration for the user interface
• Specifies design decisions in an accurate and testable manner for developers and database analysts
• Identifies and documents data sources, recipients, and interfaces needed to support data collection and maintenance
• Analyzes business use of existing systems to identify problems and defines system applications or process improvements
• Coordinates upgrade schedules with vendors and/or users across the Integrated Delivery System
• Assists with upgrade testing

Requirements

• High School Diploma or GED required
• 7 years’ experience in computer science, business administration, healthcare administration, or nursing
• Fully vaccinated against COVID-19, including any booster dose(s) recommended by the Centers for Disease Control when eligible, unless approved for a medical or religious exemption
