Responsibilities

  • Evaluates and provides input for efficient utilization of space, including floor plans and design, ensuring proper cubicle design and required infrastructure.
  • Provides property management services, including facilities management, trouble calls, analyzing equipment requirements, remedying equipment repairs, conducting inventories, and disposing of equipment and furniture.
  • Oversees the fleet management program by coordinating day-to-day functions, documenting and authorizing operators, scheduling utilization and maintenance, and submitting required reports.
  • Conducts fact-finding or analyses to determine facility requirements based on organizational needs, service deficiencies, and appropriate resolutions to identified issues.
  • Administers the Personal Identify Verification (PIV) system, ensures proper issuance of PIV cards, and manages administration roles; acts as the PIV liaison as required.
  • Provides forms and publication services, including printing, reproduction, and distribution of forms, and ensures equipment requirements are met for all forms and publications activities.
  • Evaluates and provides input into security plans and reports; coordinates building security with appropriate authorities and produces all associated security reports.
  • Evaluates and recommends procedural improvements in all administrative functional areas.
  • Coordinates with acquisition personnel to acquire office supplies and equipment, stores and distributes them, and conducts inventories.
  • Participates in the development and implementation of policies and procedures.
  • Participates in the station’s safety program by providing input, tracking, and implementing safety-related items.

Requirements

To qualify for this position, applicants must meet all requirements by the closing date of this announcement: 08/05/2026.

Time-in-Grade Requirement

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-11 position, you must have served 52 weeks at the GS-9 level. If you are a current VBA employee requesting a reassignment or change to lower grade, you must currently hold the GS-11 (or higher) and the promotion potential of your current position must be at least GS-11.

Individual Occupational Requirement (IOR)

This position has an Individual Occupational Requirement (IOR). To qualify, you must have one year of specialized experience equivalent to at least the next lower level (GS-09) that demonstrated:

  • Knowledge of methods and procedures for providing or performing a variety of functions and services applicable to the position.
  • Ability to plan, organize, and control work involving diverse activities.
  • Ability to gain cooperation and coordinate the work of others.
  • Skill in oral and written communications.

Examples of qualifying specialized experience include:

  • Management analyst or technician work involving study, analysis, or evaluation leading to the development or improvement of managerial or administrative policies, practices, and procedures.
  • Administrative officer or assistant, budget administration, program analysis, or other work demonstrating knowledge of an organization and its functions, and how support services facilitate the organization’s work.
  • Office management experience directing a variety of support services such as typing, mail processing, or purchase of supplies and equipment.
  • Secretarial work requiring monitoring and coordinating administrative and processing work through internal procedures, controls, and progress reporting.
  • Military experience directing support functions such as communications, property management, mail service, or facilities and equipment maintenance.

Education Substitution

Applicants may substitute education for the required experience:

  • For GS-11: 3 years of graduate-level education or a Ph.D. or equivalent doctoral degree in public administration, business administration, industrial engineering, industrial management, or related administrative or management fields.

Applicants may also combine graduate-level education and specialized experience to qualify. Graduate-level education must be in an applicable field of study.

Additional Information

  • Volunteer experience (paid or unpaid) may be credited toward qualifications.
  • Part-time experience will be credited on a pro-rated basis.
  • Physical requirements: The work is primarily sedentary, with occasional walking, standing, bending, and carrying of light items.

A transcript must be submitted if basing qualifications on education. Foreign education must include a credential evaluation from a recognized organization.

Schedule

  • Work Schedule: Monday - Friday, 8:00 AM - 4:30 PM.
  • Compressed/Flexible: Available.
  • Telework: Eligible for situational (ad hoc) telework only; selectee must report to the official duty station each scheduled workday. Routine or recurring telework is not authorized.
  • Virtual: This is not a virtual position.

Conditions of Employment

  • Must be a U.S. Citizen.
  • Selective Service Registration is required for males born after 12/31/1959.
  • May be required to serve a probationary or trial period.
