About the Role

The Associate Administrative Analyst (Accounting Systems) will serve as the Fi$Cal Services Unit (FSU) Subject Matter Expert (SME) for all aspects of the DHCS’ Human Resources Modernization Project (WorkDay). Responsibilities include supporting the design, testing, implementation, and adoption of new HR systems and processes required for FMD Accounting and FSU.

  • Attend meetings and design sessions, providing input and working with contractors, Enterprise Technology Services (ETS), and the Human Resources Division (HRD) staff to ensure Accounting has an HR Mod system that streamlines business processes related to labor, cost allocation, and collection/tracking of salary advances.
  • Perform table maintenance of the coding for WorkDay, including independent analysis and review of FI$Cal coding (e.g., new Reporting Structures, Service Locations) and requests from budget analysts, programs, and Accounting staff.
  • Conduct complex analysis and reconciliation of accounting records; participate in month-end and year-end activities; perform monthly labor distribution in the FI$Cal and WorkDay systems.
  • Provide guidance to program staff and accounting staff regarding all aspects of accounting and Generally Accepted Accounting Principles (GAAP).
  • Assist in streamlining existing cost allocation processes as they relate to labor distribution.

Working Conditions

This role requires 4 days in-office attendance at DHCS’ midtown Sacramento location, situated on the second floor of a professional office building. The position involves prolonged sitting using a computer, calculator, and telephone, as well as interaction with co-workers and outside vendors. The office is directly across from Capitol Park and the State Capitol, with access to public transportation, ample parking, restaurants, and grocery stores.

  • Education: Diploma/degree and/or unofficial/informal transcripts required if meeting minimum qualifications with education. Official transcripts may be required upon appointment.
  • Statement of Qualifications (SOQ): A narrative discussion (max 2 pages, double-spaced, 12-point font) describing how your skills, knowledge, abilities, education, training, and experience qualify you for the position. Must include:
    • How your education and work experience make you qualified.
    • Specific examples of skills, knowledge, and experience relevant to the role.
    • Ability to prioritize work assignments and time management, with examples.
    • Year-end experience.
    • Knowledge and experience with Microsoft Excel, especially PV table and VLOOKUP.
  • Resumes are required but do not replace the SOQ.

Desirable Qualifications

  • Ability to effectively plan, organize, and prioritize work.
  • Experience managing multiple and/or changing priorities in a fast-paced, deadline-driven environment.
  • Strong written and oral communication skills.
  • Experience participating in fiscal year-end activities.
  • Strong time management skills to complete tasks and meet deadlines.

Pay

$6,330.00 - $7,929.00 per month. New to State candidates will be hired into the minimum salary of the classification or minimum of alternate range when applicable.

Department Information

DHCS’ purpose is to provide equitable access to quality health care leading to a healthy California for all. The department oversees the financial operations of DHCS, including financial reporting, resource management, and budget development and oversight for approximately $202.7 billion annually. The Fiscal Program’s Financial Management Division (FMD) ensures fiscal integrity, transparency, and accountability.

This position is located in the East End Complex (EEC) across from the California State Capitol Park and Rose Garden, within walking distance of public transportation and various eateries.
