SUPPLY MANAGEMENT SPECIALISTS

This position is located in the Nuclear Material Support Branch (Code 2305.2), Nuclear Material Management Division (Code 2305), Nuclear Engineering and Planning Department (Code 2300) of Norfolk Naval Shipyard.

Responsibilities

• Maintain stock records for all nuclear reactor plant components and material.
• Initiate actions associated with stock redistribution and disposal for nationwide shipments.
• Provide expediting support for naval reactor plant components undergoing technical receipt inspection, testing, and repair.
• Confirm proper tagging, segregating, and storing of defective material.
• Manage and control Classified and Defective material stock inventory through each phase of work operation, working under fluctuating conditions such as varying workloads and constantly changing deadlines and priorities.
• Develop and manage plans, procedures, and records associated with spot, perpetual, and wall-to-wall inventories.
• Work with systems such as Material Access Technology (MAT), Receipt Inspection Management System (RIMS), Material Requirements (MRQT), Nuclear Job Material Lists (NJML), and Hazardous Substance Management Systems (HSMS), or similar systems.
• Monitor defective and confidential material program oversight, stock control, and tracking of all material required for repair, maintenance, refueling, and overhaul of naval nuclear reactors and associated propulsion systems.
• Monitor inspection levels for nuclear material to determine inspection requirements.
• Ensure the status and location of materials are kept current by inputting data into appropriate databases.
• Perform security regulations relating to the safeguard and handling of classified information and material.

Requirements

• Must be a U.S. Citizen.
• Must be determined suitable for federal employment.
• Must participate in the direct deposit pay program.
• New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check.
• Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level (time-in-grade requirement).
• Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
• Males born after 12-31-59 must be registered for Selective Service.
• This is a bargaining unit position.
• You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty.
• This position may require travel from normal duty station to CONUS and OCONUS, including remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
• You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators, and safety shoes continuously for the duration of the work shift.
• Work is performed in areas where potentially harmful physical and chemical agents are present (e.g., fumes, dust, heat, ionizing and non-ionizing radiation, and chemicals). You will be required to participate in medical surveillance programs.

Qualifications

To qualify at the GS-09 level, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience includes:

• Experience working with Material Access Technology (MAT), Receipt Inspection Management System (RIMS), Material Requirements (MRQT), Nuclear Job Material Lists (NJML), Hazardous Substance Management Systems (HSMS), or similar systems.
• Experience monitoring defective and confidential material program oversight, stock control, and tracking all material required to be repaired, maintained, refueled, and overhauled for naval nuclear reactors and associated propulsion systems.
• Experience monitoring inspection levels for nuclear material to determine inspection requirements.
• Experience ensuring the status and location of materials are kept current and maintained via inputting it in the appropriate databases.
• Experience performing security regulations relating to the safeguard and handling of classified information and material.

To qualify at the GS-07 level, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience includes:

• Experience safeguarding and handling classified and nuclear propulsion plant information and materials.
• Experience performing transactions in electronic systems regarding receipt, storage, and issue of material.
• Experience tracking shipments, obtaining shipment information, and relaying information to vested parties.
• Experience identifying proper tagging, segregating, and storing defective material.
• Experience with nuclear material disposal procedures ensuring that components are disposed of in accordance with prescribed disposal guidelines in a timely manner.

Education

To qualify for the GS-09 level based on education:

• Successful completion of a master's or equivalent graduate degree, or
• Successful completion of two full years of progressively higher-level graduate education leading to a master's degree, or
• Possession of an LL.B. or J.D. that is related to this position, or
• A combination of experience and graduate education as described above that equates to one year of experience.

To qualify for the GS-07 level based on education:

• Successful completion of 1 full year of graduate-level education, or
• Superior academic achievement, or
• A combination of experience and graduate education as described above that equates to one year of experience.
