Supply Chain Procurement Specialist – Level 3

About the role

Northrop Grumman’s Space Sector is seeking a Supply Chain Procurement Specialist – Level 3 to source and procure materials and services within the Computer IT Hardware & Software commodities. This position offers full-time remote work, with a preference that the candidate lives near one of the NG Space Sector sites: Redondo Beach, CA; Chandler, AZ; Dulles, VA; Huntsville, AL; or Baltimore, MD. Travel is required approximately 10% of the time. No relocation assistance is available. A U.S. Government Secret security clearance must be obtainable and maintainable; U.S. citizenship is required.

Responsibilities

• Source and procure materials and services within the Computer IT Hardware & Software commodities
• Execute the procurement process, including sourcing, price analysis, Commercial Item Determination, and negotiations, following policies and procedures including the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS)
• Prepare bid packages, analyze and evaluate proposals, negotiate PO provisions, administer resulting POs, and ensure on-time delivery
• Apply strong understanding of federal acquisition thresholds and required documentation levels for each type of procurement transaction
• In conjunction with the quality organization, evaluate and monitor supplier quality, reliability, and ability to support required delivery schedules
• Work with internal customers to ensure specifications are appropriate for the services or products required
• Identify strategies and opportunities to reduce costs, improve efficiency, and manage risk through targeted negotiations
• Manage purchase order performance, ensuring compliance with all public law requirements, company policies and procedures, and import/export regulations
• Interface and collaborate with key stakeholders and other organizations within and outside of Global Supply Chain
• Plan, schedule, and arrange activities to accomplish objectives, demonstrating strong written and verbal communication skills and organization
• Employ sound business practices and assess supplier performance as part of follow-up activities
• Review and approve supplier payment as needed, including invoice reconciliation
• Other duties as assigned

Requirements

• Bachelor’s degree with 5 years of professional experience – OR – Master’s degree with 3 years of professional experience – OR – PhD with 1 year of professional experience (additional 4+ years of experience considered in lieu of degree)
• Ability to obtain and maintain a U.S. Government Secret security clearance

Qualifications

• Experience with low to moderate value and complexity purchases, including single/sole source with source controlled drawings
• Experience procuring in an engineering development environment
• Experience in Computer IT Hardware & Software commodities with specifications/configurations requirements
• Experience leading negotiations with suppliers
• Basic comprehension of technical drawings and documents
• Knowledge of government contracting requirements and regulations

Pay

Primary Level Salary Range: $77,800.00 – $116,800.00. The range represents a general guideline; base salary offers consider scope and responsibilities, candidate experience, education, skills, and current market conditions. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses reward individual contributions and allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
