Supervisory Natural Resources Specialist.

Responsibilities

• Supervise professional and technical staff and oversee contractor personnel.
• Plan, assign, and review work.
• Guide, advise, coach, teach, and empower individuals and teams.
• Develop, implement, monitor, and evaluate programs for conservation and natural resources management, including wildland fire, endangered species, fish and wildlife, inventory, monitoring, permitting, and compliance activities.
• Provide input to the annual work plan, develop five-year plans, and make adjustments as needed for the Environmental Division.
• Prepare a variety of documents, including correspondence, reports, briefing slides, and policy statements.
• Serve as the Chief, Environmental Division, responsible for installation conservation, natural, and cultural resources management.

Requirements

Conditions of employment:

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure continued physical health and ability or fitness to perform the duties.
• Temporary Duty (TDY) or business travel requirement of 10% of the time.
• The duties require the incumbent to possess or obtain and maintain a valid state Driver’s License in one of the 50 U.S. states or possessions to operate vehicles.
• Employee must obtain and maintain Cyber work roles at proficiency levels:
  • Qualification requirements within 9 months.
  • Resident qualification requirements within 12 months.
  • 20 hours of Continuous Professional Development per work role code.

Basic Requirement:

• Have a bachelor’s degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. (Note: You must attach a copy of your transcripts.)
• OR have a combination of education and experience which includes courses equivalent to a major, as shown above, plus appropriate experience or additional education. (Note: You must attach a copy of your transcripts.)

Specialized Experience:

• One year of specialized experience which includes:
  • Working on environmental programs to comply with the National Environmental Policy Act (NEPA) and Endangered Species Act (ESA).
  • Preparing or reviewing environmental documentation or permits to ensure compliance.
  • Determining the impact of proposed projects on the environment or natural resources.
• This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).

Education substitution: For this job, you must meet the qualification requirement using experience alone—no substitution of education for experience is permitted.

Foreign Education: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
