Responsibilities

  • Plan, direct, and control work to successfully meet departmental goals, objectives, and tasks.
  • Evaluate work performance, approve leave using the Standard Labor Data Collection, Distribution Application (SLDCADA), and advise or recommend appropriate disciplinary actions for civilians.
  • Review organizational, policy, and procedural changes and assess impacts on manpower requirements.
  • Develop manpower strategies, provide primary oversight, and represent manpower and personnel issues.
  • Recommend Department of Navy (DON) recruiting methods, reallocate resources, track vacancies, and ensure Position Descriptions (PD) are accurate.
  • Conduct research and special study projects to resolve various manpower problems.
  • Develop recommendations for management plans, goals, and objectives, and maintain awareness of progress toward their accomplishment.
  • Establish performance standards using the DoD Performance Management and Appraisal Program (DPMAP).

Requirements

  • Must be a U.S. Citizen.
  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.
  • New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check.
  • Current federal employees applying for GS jobs must serve at least one year at the next lower grade level (time-in-grade requirement).
  • Retired military members appointed within 180 days of retirement may be subject to provisions of 5 U.S. Code 3326.
  • Males born after December 31, 1959, must be registered for Selective Service.
  • Must obtain and maintain an interim and/or final security clearance prior to entrance on duty.
  • This position may require travel from normal duty station to CONUS and OCONUS locations, including remote or isolated sites. Must be able to travel on military and commercial aircraft for extended periods.
  • Supervisors in the executive branch have a heightened responsibility for advancing government ethics and must review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must include:

  • Analyzing and evaluating organizational programs and procedures to identify issues.
  • Providing recommendations, developing strategies, and executing planning to enhance overall productivity and efficiency in command operations.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills.
