Supervisory Human Resources Specialist (Classification/Recruitment & Placement)
About the Role
This position supervises and directs the work of Human Resources Specialists and Technicians, providing leadership, training, and oversight to ensure compliance with federal civilian human resources policies, regulations, and procedures.
Responsibilities
- Supervise and direct the work of Human Resources Specialists and Technicians, adjusting workflows to ensure timely completion of tasks.
- Provide leadership, training, and guidance to staff on federal civilian HR processing policies, regulations, and procedures.
- Identify program issues related to organizational, administrative, and regulatory changes in Human Resources laws.
- Interpret and clarify Federal civilian HR policies, standards, and procedures regarding staffing, classification, position management, and employee/labor relations.
- Provide comprehensive program oversight and advice on position classification and position management to serviced agencies.
- Serve as a representative on Federal civilian classification-related initiatives, offering advice and support on broad HR projects and programs.
- Review proposed federal civilian reorganization requests and develop concerns and recommendations.
Requirements
- Must be a U.S. citizen.
- Appointment is subject to a favorable suitability or fitness determination; unfavorably adjudicated background checks will result in removal.
- Fair Labor Standards Act (FLSA): Exempt.
- Selective Service Requirement: Males born after 12-31-59 must be registered or exempt.
- Supervisory Probation and completion of a Supervisory Certification Program are required.
- Bargaining Unit Status: No.
- Selectees must possess a REAL ID or other acceptable identification documents to access certain federal facilities.
- This is a Mission Essential (ME) position; the incumbent may be required to report to work during natural disasters, inclement weather, or crises to ensure continuation of essential functions.

Pre-employment, reasonable suspicion, post-accident, and random drug testing are conducted. Qualifications
To qualify for this Supervisory Human Resources Specialist (Class/R&P) position, your resume must demonstrate:
- One year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military, or private sector. Creditable specialized experience includes:
- Providing recruitment, placement, and classification advisory services regarding federal civilian HR policies, regulations, and procedures.
- Assigning work, mentoring, balancing priorities, or leading junior HR professionals in federal civilian HR functions.
- Resolving highly complex, non-standard HR issues by researching regulatory guidelines or delivering tailored workforce planning solutions.
- Applying advanced Human Resources Management (HRM) principles to conduct comprehensive position classification and organizational structure reviews, leveraging findings for strategic recruitment and staffing actions.
- Experience refers to paid and unpaid experience, including volunteer work through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations.
Substitution of education may not be used in lieu of specialized experience for this grade level.
