SUPERVISORY GENERAL INVESTIGATOR.

Responsibilities

• Supervise an operational team of multi-disciplinary analyst civilians and contracted personnel.
• Lead and provide guidance on the analysis and production of threat assessments, mitigation strategies, and their associated risks.
• Establish performance goals and standards that contribute toward increasing the efficiency and effectiveness of the Navy Insider Threat (InT) Analytic Hub.
• Plan and direct daily overall work operations for subordinate analysts, set priorities, establish objectives, and make decisions on issues/situations related to threat detection presented by subordinates.
• Ensure mission-related artifacts/documentation are in accordance with Department of Defense (DoD), Navy, and Command regulations, procedure, and guidance.
• Assist in the development of behavioral analytics tools, risk scoring capabilities, risk modeling, and dashboard presentations.

Requirements

• Must be a US Citizen.
• Must be determined suitable for federal employment.
• Must participate in the direct deposit pay program.
• New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check.
• Must obtain and maintain a Top Secret security clearance and access to Sensitive Compartmented Information (SCI). Failure to do so may result in the withdrawal of an offer or removal.
• Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
• Must acknowledge in writing that you are accepting an appointment in the DCIPS (excepted service) which does not confer competitive status, prior to appointment.
• Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
• Males born after 12-31-59 must be registered for Selective Service.
• This position requires a periodic polygraph examination.
• This position may require a two-year DCIPS trial period.
• This position may require periodic travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
• Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
• This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GG/GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

• Lead a Department of Defense (DoD) or Department of Navy (DoN) Insider Threat, Counterintelligence, Security, or Cybersecurity program, including risk management, policy implementation, and mission execution.
• Provide guidance and supervise civilian, military, and/or contractor personnel, manage operations, establish priorities, evaluate performance, and ensure mission readiness.
• Analyze multi-source information to identify insider threats, develop risk mitigation strategies, and coordinate with various commands/organizations, such as Naval Criminal Investigative Services (NCIS), Defense Counterintelligence and Security Agency (DCSA), Department of Defense Insider Threat Management and Analysis Center (DITMAC), Human Resources, legal, and other mission partners.
• Advise senior leadership, develop policy and operational guidance, and deliver executive-level briefings and written products that support enterprise decision-making.
