About the Role

This position is located in the Office of Professional Responsibility (OPR) under the Deputy Director (DD) at the Federal Law Enforcement Training Centers (FLETC). The Supervisory Criminal Investigator (Special Agent in Charge) provides overall planning, management, and operational supervision of criminal and administrative investigations and internal affairs activities enterprise-wide.

Responsibilities

• Supervise and direct investigative staff, including Assistant Special Agents in Charge, Criminal Investigators, Special Agents, Administrative Investigators, and Program Analysts, ensuring operational integrity and facility safety.
• Oversee criminal and administrative investigations involving felonies, misdemeanors, policy violations, federal regulation violations, internal affairs matters, and other reported incidents or crimes.
• Ensure investigative activities and reports comply with constitutional requirements, criminal procedures, rules of evidence, agency policies, standard operating procedures, and chain-of-custody requirements.
• Lead strategic management, policy development, and interagency coordination for law enforcement operations, internal affairs investigations, sensitive investigations, and multi-agency investigative efforts.
• Manage enterprise-level OPR programs and organizational leadership functions, including program performance, resource planning, personnel management, training, stakeholder coordination, and reporting to senior leadership.

Requirements

• Must be a U.S. citizen.
• Males born after 12/31/1959 must be registered for Selective Service.
• Must be able to obtain and maintain a Top Secret/SCI (4N – Special Sensitive, High Risk) security clearance.
• Current and former federal employees within the General Schedule (GS) must meet time-in-grade requirements.
• This is a non-bargaining unit position.
• Required to set up direct deposit.
• Eligible for situational-only telework based on agency policy; this is NOT a remote position.
• This position is Emergency Essential, required to sustain operations during localized emergencies or to ensure Continuity of Operations for Mission Essential Functions.
• Travel of 25% or less may be required.
• Overtime, shift work, weekends, and federal holidays may be required.
• Must complete an OGE 450, Confidential Financial Disclosure Report, within 30 days of employment and annually thereafter.
• Subject to the Lautenberg Amendment; persons convicted of misdemeanor crimes of domestic violence are prohibited from occupying this position.
• Must meet and maintain all applicable requirements to carry a firearm under 40 U.S.C. 1315; appointment prohibited for individuals convicted of state or federal misdemeanor crimes of domestic violence.
• Must undergo initial and random drug testing for illegal drug use; employment contingent upon favorable results.
• Must meet the medical requirements for the 1811, Criminal Investigation Series outlined by OPM; a medical exam is required prior to appointment.
• Must have completed the Criminal Investigator Training Program or another approved program at FLETC, or a substantially similar program as approved by the Secretary or Secretary's designee to exercise powers under 40 U.S.C. 1315 (b)(2).
• Must pass an initial pistol firearms proficiency and qualification course with an approved FLETC qualification course, achieving a minimum score of 80% (240 points out of 300). Quarterly re-certification is required with the same minimum score.
• This position is eligible for special law enforcement retirement coverage under 5 U.S.C. 8336(c) and 5 U.S.C. 8412(d), commonly referred to as “6(c) coverage.”

Qualifications

This position has a Selective Placement Factor (SPF): applicants must have completed the Criminal Investigator Training Program or another approved program at FLETC, or a substantially similar program as approved by the Secretary or Secretary's designee. Proof of such training must be uploaded with the application.

Specialized Experience: To qualify for the GS-15 grade level, applicants must possess one year of specialized experience equivalent to the GS-14 grade level in the Federal government, performing duties such as:

• Leading and managing complex criminal and administrative investigations, supervising multi-disciplinary law enforcement teams, and overseeing enterprise-level programs.
• Directing the planning and execution of investigations involving felonies, misdemeanors, and policy violations, ensuring compliance with all legal and procedural requirements.
• Coordinating interagency efforts, developing investigative policies, and managing sensitive cases with national security and counterintelligence implications.
• Providing authoritative guidance to senior leadership, representing the agency in high-level forums, and ensuring effective program administration, staff development, and stakeholder communication.
• Demonstrating strong leadership, operational oversight, and the ability to manage diverse investigative and organizational responsibilities at a national level.

Substitution of education in lieu of specialized experience may not be used for this grade level. All qualifications and eligibility requirements must be met by the closing date of the announcement.

Time-in-Grade: Current General Schedule (GS) federal employees must have served 52 weeks at the next lower grade or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement. Current or former Federal employees must submit a copy of their SF-50 Form showing competitive service appointment, tenure group, grade, and salary.

Physical Demands

• Requires moderate to arduous physical exertion involving walking and standing, use of firearms, and exposure to inclement weather.
• Must be prepared to protect themselves or others from physical attacks at any time without warning and use firearms if the situation warrants.
• Some work may require walking and standing in conjunction with travel and attendance at meetings and conferences away from the work site; driving a vehicle may be required.
• Intense concentration and performance of duties at maximum capability are required to meet deadlines.
• Some strenuous physical effort may be required in the performance of federal officer duties.

Work Environment

• Exposure to physical operations, equipment, potentially hazardous materials, threats, physical force, and other high-level risks associated with criminal and internal affairs investigations, security, and law enforcement activities.
• Potential for physical altercations or the use of lethal weapons while attempting to arrest subjects.
• Work environment includes large training and industrial sites (1,500+ acres) with law enforcement training facilities, equipment, grounds, and field training sites.
• Office environment is pleasant and comfortable.
• May be exposed to hazardous materials and high-level risks in providing security and maintaining law and order.
