SUPERVISORY GENERAL ENGINEER

This position is located in the Production Engineering & Facilities Division (980), Production Resources Department of Portsmouth Naval Shipyard.

Responsibilities

  • Conduct conceptual analysis and selection of specific programs to meet the needs of production forces, ensuring safe, economical, and timely completion of assigned work.
  • Serve as the Production Engineering Manager, overseeing facilities and plant equipment that support Naval Nuclear work.
  • Manage the Division’s efforts to administer mandated certification and other programs for permanent and temporary shipyard facilities and equipment, ensuring maintenance and modernization to support the ship maintenance mission.
  • Responsible for command approval of design engineering for dry docks, waterfront facilities, utility systems, caisson maintenance, repair and safety certification, and capstans.

Requirements

  • Must be a U.S. Citizen.
  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.
  • New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check.
  • Current federal employees applying for GS jobs must serve at least one year at the next lower grade level (time-in-grade requirement).
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • Must obtain and maintain an interim and/or final security clearance prior to entrance on duty.
  • Work is performed in areas with potentially harmful physical and chemical agents (e.g., fumes, dust, heat, ionizing and non-ionizing radiation, and chemicals). Participation in medical surveillance programs is required.
  • May require travel from normal duty station to CONUS and OCONUS, including remote or isolated sites. Must be able to travel on military and commercial aircraft for extended periods.

Qualifications

In addition to the Basic Requirements, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience includes:

  • Experience with mechanical, electrical, and civil engineering principles, theories, concepts, and practices.
  • Experience with engineering/architectural concepts, terminology, and units of measurement.
  • Experience managing and completing the process of industrial ship repair.
  • Experience developing, managing, executing, and administering annual budgets.
  • Experience working with metrics, performance indicators, and statistical process control.

Education

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Basic Requirements:

A. Degree: Engineering. The program must:

  • Lead to a bachelor’s degree in a school of engineering with at least one program accredited by ABET; or
  • Include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics:
    • statics, dynamics;
    • strength of materials (stress-strain relationships);
    • fluid mechanics, hydraulics;
    • thermodynamics;
    • electrical fields and circuits;
    • nature and properties of materials (relating particle and aggregate structure to properties); and
    • any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

OR

B. Combination of education and experience:

  • College-level education, training, and/or technical experience that furnished:
    • A thorough knowledge of the physical and mathematical sciences underlying engineering, and
    • A good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.
  • The adequacy of such background must be demonstrated by one of the following:
    • Professional registration or licensure (e.g., current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE)).
    • Written Test: Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration.
    • Specified academic courses: Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences, including the courses specified in the basic requirements.
    • Related curriculum: Successful completion of a curriculum leading to a bachelor’s degree in an appropriate scientific field (e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology), provided the applicant has at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance.
