SUPERVISORY GENERAL ENGINEER

This position is a Supervisory General Engineer role within the UEM Product Line (PW6) of NAVFAC Engineering Command Mid-Atlantic.

Responsibilities

• Oversee goals and objectives for directed work, manage organizational changes to program structure and content, and exercise discretionary authority to approve the formulation and execution of the Utilities budget.
• Oversee the overall planning, direction, and timely delivery of utility, energy, and facility services within NAVFAC.
• Provide administrative oversight of the Region's Energy program as required.
• Balance workload by shifting work assignments or resources to achieve effective work operations.
• Provide expertise in identifying and validating projects and their impact on utility and facility systems, assist in strategic energy program shaping, and provide administrative support and control.
• Review and uphold the 14 General Principles of Ethical Conduct at 5 CFR 2635.101, as supervisors in the executive branch have heightened responsibility for advancing government ethics.

Requirements

Selective Placement Factor (SPF): Current registration as a Professional Engineer (PE) in any state, the District of Columbia, Guam, or Puerto Rico. If you meet this requirement, you must provide a copy of your current registration with your application, showing the date of currency or additional documentation from the registration agency confirming current status.

In addition to the Basic Requirements, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must include:

• Applying engineering theories, principles, concepts, standards, methods, and techniques in the areas of Utility procurement, Utility load analysis, and forecasting.
• Developing new approaches to solve utilities ownership and energy management problems involving utility operations and energy conservation initiatives.
• Monitoring project and program execution to maintain established schedules and goals.
• Planning, directing, coordinating, and controlling utility operations.
• Determining work assignments, establishing priorities, and setting deadlines.

Qualifications

Applicants must meet the following positive education qualifications requirements:

• Successful completion of a professional engineering degree from a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET).
• Alternatively, a degree that includes differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas:
  • statics, dynamics;
  • strength of materials (stress-strain relationships);
  • fluid mechanics, hydraulics;
  • thermodynamics;
  • electrical fields and circuits;
  • nature and properties of materials (relating particle and aggregate structure to properties); or
  • any comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
• Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. If registration was achieved by means other than a written test, eligibility is limited to positions closely related to the specialty field of registration.
• Successful completion of the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board.
• Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences that meet the basic requirements described above.
• Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field (e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology) may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has at least one year of professional engineering experience acquired under professional supervision.

Additional Information

Physical Requirements: The work requires site visits to inspect and assess utility plants and systems, involving considerable physical exertion such as long periods of standing and climbing structures in power plants. The role requires agility, dexterity, and the ability to travel extensively within the U.S., often with little notice.
