Supervisory Facility Operations Specialist.

Responsibilities

• Supervises office staff, coordinates, manages, and executes the Lock and Dam operations and maintenance program.
• Determines equipment, personnel, and monetary resources needed to accomplish the Lock and Dam Operations and Management program.
• Ensures budgetary and manpower resources are adequate to achieve established goals.
• Responsible for the design and construction of multi-million-dollar contracts associated with the maintenance, repair, and rehabilitation of the lock and dam system.
• Administers a program of ongoing operation, maintenance, and repair at the Locks and Dams in the District.
• Coordinates the response to emergency situations at the Locks and Dams.
• Directs the 24-hour a day operation of multiple Locks and Dams on the designated waterways.
• Responsible for all aspects of personnel management.

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• Incumbent is required to submit a Financial Disclosure Statement, OGE-450 Confidential Financial Disclosure Report upon entering the position and annually.
• Position may be subject to a one-year supervisory probationary period.
• Temporary Duty (TDY) or business travel requirement of 20%.
• Must achieve, at minimum, Level 1 Career Development Plan (CDP) internal qualification as a condition of employment.
• Required to operate government motor vehicles and obtain and maintain a government driver's license.
• Position requires the incumbent to work on-call during evenings, weekends, and/or holidays.

Specialized Experience: One year of specialized experience which includes:

• Overseeing the collective management of operations and maintenance of multiple lock and dam project facilities.
• Determining the equipment, personnel, and budgetary resources required to successfully accomplish O&M programs.
• Planning, developing, prioritizing, and executing project/program budgets for administering successful operation, maintenance, and repairs for lock and dam facilities.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). No substitution of education for experience is permitted.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
