Join us at IHS Sanitation Facilities Construction to collaborate with American Indian Tribes on planning, designing, and constructing water, wastewater, and solid waste facilities. This position is eligible for the IHS Student Loan Repayment Program, with selection based on IHS priorities and available funds. A REAL ID will be required beginning May 7, 2025, in accordance with 6 C.F.R. 37.5 (2021).

Responsibilities

  • Lead collaboration with American Indian Tribes to increase and maintain access to water, wastewater, and solid waste facilities.
  • Perform professional engineering planning, design, and construction oversight for community and individual water supply, wastewater, and solid waste facilities.
  • Prepare project summaries, construction documents, and final reports.
  • Ensure accuracy of program data systems for assigned Tribes and communities.
  • Ensure projects addressing sanitation deficiencies are properly scoped, consistently scored, and have accurate cost estimates.
  • Visit Tribal communities where projects are being planned and constructed.
  • Provide supervision and guidance to technical and administrative staff as a first-level supervisor.

Requirements

  • U.S. Citizenship is required.
  • Selective Service Registration is required for males born after 12/31/1959.
  • Must have a valid, REAL ID-compliant State Driver's License by May 7, 2025.
  • This position may be designated under Public Law 101-630, requiring contact or control over Indian children. Candidates must not have been found guilty of or pleaded nolo contendere to certain crimes.
  • A one-year supervisory/managerial probationary period may be required.

Background Investigation

This position requires a successful federal background investigation as a condition of employment. Applicants must complete all required forms within five (5) calendar days of issuance. Timely completion is critical to avoid delays. Prior to appointment, candidates must present two valid forms of identification, one of which must be a REAL ID-compliant state-issued ID or driver's license.

Qualifications

To qualify, your resume must demonstrate sufficient experience and/or education to perform the duties of the position.

Basic Requirements:

  • Degree: Engineering from a program accredited by ABET, or a combination of education and experience demonstrating thorough knowledge of physical and mathematical sciences underlying engineering and a good understanding of engineering sciences and techniques.
  • Demonstrated qualification through one of the following:
    • Professional registration or licensure as an Engineer Intern (EI), Engineer in Training (EIT), or Professional Engineer (PE).
    • Successful completion of the Fundamentals of Engineering (FE) examination or equivalent.
    • At least 60 semester hours of courses in physical, mathematical, and engineering sciences, including those specified in basic requirements.
    • A related curriculum (e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology) with at least one year of professional engineering experience under supervision.

Minimum Qualifications (GS-11):

  • One year of specialized experience equivalent to at least the next lower grade level, including preparation of design documents, construction drawings, technical specifications, and procurement documents for water supply, wastewater, or solid waste construction projects, or
  • Three years of progressively higher-level graduate education leading to a Ph.D., or a Ph.D. or equivalent doctoral degree, or
  • A combination of specialized experience and education meeting 100% of the qualification requirements.

  • Additional selections may be made within 240 days from the issuance of the certificate of eligibles.
  • Federal employees earn annual leave based on years of service (4, 6, or 8 hours per pay period).
