Join us at IHS Sanitation Facilities Construction to collaborate with American Indian Tribes on planning, designing, and constructing water, wastewater, and solid waste facilities. This position is eligible for the IHS Student Loan Repayment Program, with selection based on IHS priorities and available funds. A REAL ID will be required beginning May 7, 2025, in accordance with 6 C.F.R. 37.5 (2021).

About the Role

As the Supervisory Senior Field Engineer, you will lead collaboration with American Indian Tribes to increase and maintain access to essential sanitation facilities. This role involves professional engineering planning, design, and construction oversight for community and individual water supply, wastewater, and solid waste projects.

Responsibilities

  • Perform professional engineering activities for water, wastewater, and solid waste facilities serving American Indian homes.
  • Prepare project summaries, construction documents, and final reports.
  • Ensure accuracy of program data systems for assigned Tribes and communities.
  • Scope, score, and estimate costs for projects addressing sanitation deficiencies.
  • Visit Tribal communities where projects are being planned and constructed.
  • Supervise and guide technical and administrative staff as a first-level supervisor.
  • Analyze the condition of sanitation facilities and prepare engineering reports and cost estimates.
  • Prepare design documents, construction drawings, technical specifications, and procurement documents for construction projects.

Requirements

  • U.S. Citizenship is required.
  • Selective Service Registration is required for males born after 12/31/1959.
  • Must have a valid, REAL ID-compliant State driver’s license by May 7, 2025.
  • This position may be designated under Public Law 101-630, requiring contact or control over Indian children. A background check for certain crimes is mandatory.
  • A one-year supervisory/managerial probationary period may be required.
  • Confidential Financial Disclosure Form may be required.
  • Maintain any required professional licensure; failure to do so may result in adverse actions, including removal from Federal service.
  • Successfully pass the E-Verify employment verification check (www.dhs.gov/E-Verify/).
  • Must have a viable bank account for electronic direct deposit of salary.
  • Must successfully complete a federal background investigation as a condition of employment.
  • Upon appointment, present two valid forms of identification, one of which must be REAL ID-compliant if it is a state-issued ID or driver’s license.

Qualifications

To qualify for this position, your resume must demonstrate sufficient experience and/or education to perform the duties of the position. Experience includes paid and unpaid work, such as volunteer experience through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations.

Basic Requirements

  • Degree in Engineering from a program accredited by ABET, or
  • Combination of education and experience demonstrating a thorough knowledge of physical and mathematical sciences underlying engineering, and a good understanding of engineering sciences and techniques. This can be demonstrated by:
    • Professional registration or licensure as an Engineer Intern (EI), Engineer in Training (EIT), or Professional Engineer (PE).
    • Successful completion of the Fundamentals of Engineering (FE) examination or equivalent.
    • Completion of at least 60 semester hours in physical, mathematical, and engineering sciences.
    • A related curriculum (e.g., engineering technology, physics, architecture) with at least 1 year of professional engineering experience under supervision.

Minimum Qualifications

  • At least one year of specialized experience equivalent to the next lower grade level in the Federal service, including:
    • Analyzing the condition of water supply, wastewater, or solid waste facilities and preparing engineering reports and cost estimates.
    • Preparing design documents, construction drawings, technical specifications, and procurement documents for sanitation construction projects.

Selective Factor

  • Professional and comprehensive knowledge of civil/environmental engineering, demonstrated by possession of a Professional Engineering (PE) license issued by any U.S. State, the District of Columbia, Guam, or Puerto Rico.
