About the Role

You will serve as an Environmental Compliance Supervisor in the Environmental (EV) division of NAVAL FACILITIES ENG COMMAND ATLANTIC. This role involves ensuring compliance with all applicable environmental laws, regulations, policies, and contract stipulations, as well as providing technical guidance and field assistance for investigations, inspections, and oversight.

Assignments will cover environmental specialty areas including Water (Drinking Water, Waste Water, and Storm Water) compliance, Air Quality compliance, and the Other Environmental Liabilities (OEL) program. The position involves coordination across multiple environmental media and is critical to the Navy's public image, compliance posture, and operational readiness.

Responsibilities

  • Ensure adherence to environmental laws, regulations, policies, instructions, and contract stipulations.
  • Monitor legal compliance and provide technical guidance and field assistance for environmental investigations, inspections, and oversight.
  • Manage and provide technical information on regulations, procedures, policies, methods, technologies, equipment, and contractors for assigned programs.
  • Evaluate staff workload and assign tasks based on priorities, schedules, and employee capabilities.
  • Communicate performance expectations, evaluate work accomplishments, prepare performance plans and ratings, and make distinctions among employees based on performance.
  • Lead environmental compliance programs and provide expert consultation in areas such as storage tanks, spill prevention, control and countermeasures, facilities response planning, and storage tank management.
  • Manage a team of professionals, including workload planning, coordination, guidance, disciplinary actions, and performance evaluations.
  • Develop and lead projects to deliver environmental compliance products and services.
  • Represent the agency in environmental compliance topics when working with federal, state, and local regulators.
  • Apply knowledge of financial processes/systems to plan, justify, and submit budget requirements for the environmental compliance program.

Requirements

This position has a selective placement factor: a Professional Engineer (PE) license is required.

In addition to the Basic Requirements, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent private/public sector experience. Specialized experience must include:

  • Leading an environmental compliance program and providing expert consultation on environmental compliance products and services in areas such as storage tanks, spill prevention, control and countermeasures, facilities response planning, and storage tank management.
  • Managing a staff of professionals, including workload planning, distributing and coordinating work assignments, developing personnel, providing guidance, and evaluating performance.
  • Developing or leading projects to execute and deliver environmental compliance products and services.
  • Working with federal, state, and local regulators to represent the agency in environmental compliance topics.
  • Knowledge of financial processes/systems for planning, programming, budgeting, and execution related to environmental compliance program budgets.

Experience refers to paid and unpaid experience, including volunteer work through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies and skills.

Qualifications

Applicants must meet the following education qualifications:

  • Degree: Engineering. The program must:
    • Lead to a bachelor’s degree in a school of engineering with at least one program accredited by ABET; or
    • Include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics:
      • Statics, dynamics;
      • Strength of materials (stress-strain relationships);
      • Fluid mechanics, hydraulics;
      • Thermodynamics;
      • Electrical fields and circuits;
      • Nature and properties of materials (relating particle and aggregate structure to properties); or
      • Any comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
  • Combination of education and experience: College-level education, training, and/or technical experience that provides:
    • A thorough knowledge of the physical and mathematical sciences underlying engineering; and
    • A good understanding of engineering sciences and techniques and their applications to one branch of engineering.
    The adequacy of such background must be demonstrated by one of the following:
    • Professional registration or licensure as an Engineer Intern (EI), Engineer in Training (EIT), or Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico.
    • Successful completion of the Fundamentals of Engineering (FE) examination or any other written test required for professional registration.
    • Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences, including courses specified in the basic requirements.
    • Successful completion of a curriculum leading to a bachelor’s degree in an appropriate scientific field (e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology), with at least one year of professional engineering experience under supervision.
