Join us at IHS Sanitation Facilities Construction to collaborate with American Indian Tribes on planning, designing, and constructing water, wastewater, and solid waste facilities. This position is eligible for the IHS Student Loan Repayment Program, with selection based on IHS priorities and available funds. A REAL ID will be required beginning May 7, 2025, in accordance with 6 C.F.R. 37.5 (2021).

Responsibilities

  • Direct, plan, manage, and coordinate the program mission to oversee the design and construction of complex water, sewer, and solid waste projects for American Indian Tribes.
  • Provide supervision and technical guidance to project engineers, technical, and administrative staff.
  • Select candidates for vacancies, promotions, details, and reassignments based on skills, qualifications, mission requirements, and EEO/diversity objectives.
  • Direct planning, design, and construction activities for community and individual water supply, wastewater, and solid waste facilities.
  • Produce technical engineering designs, plans, specifications, and engineering studies and reports for the district.
  • Review, evaluate, and make recommendations to the District Engineer on design, construction practices, project summaries, memoranda of agreement, engineering plans, specifications, engineering studies, and final reports.
  • Ensure overall data quality in the Sanitation Tracking and Reporting System (STARS) throughout the District.

Requirements

  • U.S. Citizenship is required.
  • Selective Service Registration is required for males born after 12/31/1959.

  • This position may be designated under Public Law 101-630, requiring contact or control over Indian children. Applicants must not have been found guilty of or pleaded nolo contendere or guilty to certain crimes.
  • A one-year supervisory/managerial probationary period may be required upon selection/placement.

Background Investigation

This position requires the successful completion of a federal background investigation as a condition of employment. Applicants must complete all required forms within five (5) calendar days of issuance. Timely completion is critical to avoid delays or a determination of unsuitability. Prior to appointment, candidates must present two valid forms of identification, one of which must be a REAL ID-compliant state-issued ID or driver’s license.

Qualifications

To qualify, your resume must demonstrate sufficient experience and/or education to perform the duties of the position. Experience includes paid and unpaid work, such as volunteer activities through National Service programs (e.g., Peace Corps, AmeriCorps) or other organizations. You must clearly identify duties, responsibilities, and hours worked per week in each position held.

Basic Requirements

  • Degree: Engineering from a program accredited by ABET, or a combination of education and experience that includes differential and integral calculus and advanced courses in five of the following seven areas:
    • Statics, dynamics
    • Strength of materials (stress-strain relationships)
    • Fluid mechanics, hydraulics
    • Thermodynamics
    • Electrical fields and circuits
    • Nature and properties of materials
    • Any comparable area of fundamental engineering science or physics (e.g., optics, heat transfer, soil mechanics, electronics)
  • OR a combination of education and experience demonstrating:
    • Thorough knowledge of physical and mathematical sciences underlying engineering.
    • Good understanding of engineering sciences, techniques, and their applications.

    This must be demonstrated by one of the following:

    • Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or Professional Engineer (PE) by any U.S. State, District of Columbia, Guam, or Puerto Rico.
    • Successful passage of the Fundamentals of Engineering (FE) examination or another written test required for professional registration.
    • Completion of at least 60 semester hours in physical, mathematical, and engineering sciences, including courses specified in basic requirements.
    • Successful completion of a related curriculum (e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, geology) with at least one year of professional engineering experience under supervision.

Minimum Qualifications

At least one year of specialized experience equivalent to the GS-12 level in the Federal service, performing duties such as:

  • Providing technical advice to management and staff on operational issues of water supply, wastewater, or solid waste facilities.
  • Preparing design documents, construction drawings, technical specifications, and procurement documents.
  • Preparing or reviewing engineering reports and cost estimates for funded projects.

Selective Factor

Applicants must possess a Professional Engineering (PE) license issued by any U.S. State, the District of Columbia, Guam, or Puerto Rico, demonstrating comprehensive knowledge of civil/environmental health and engineering theories, principles, practices, and techniques.

All qualification requirements must be met within 30 days of the closing date of the announcement.

Additional Information

  • Additional selections may be made within 240 days from the issuance of the certificate of eligibles.
  • Federal employees earn annual leave at a rate of 4, 6, or 8 hours per pay period, based on years of Federal service.
  • IHS may credit newly-appointed Federal employees for directly related non-federal experience or active duty uniformed military service when determining annual leave accrual rates.
  • This position is not covered by a bargaining unit.
  • Recruitment or relocation incentives may be authorized, requiring at least a one-year service agreement.
