Supervisory Budget Analyst

About the role

The purpose of this position is to serve as the Supervisory Budget Analyst of Resource Management, Member Services. The Supervisory Budget Analyst reports directly to the Deputy Director of Finance. The incumbent is responsible for manpower projections and total budgetary operations, providing budgetary guidance, budget administration, formulation, execution, presentation, and requirements justification in accordance with applicable laws, regulations, policies, precedents, and techniques.

Major Duties

• Assigns work based on priorities, difficulty and requirements of assignments and capabilities of employees
• Ensures compliance with appropriation laws related to time, amount, and purpose, and applicable statutes
• Works with budget staff to project the funds needed based on the current vacancies and projected fill dates
• Analyzes trends in fund utilization and prepares periodic cost and performance reports
• Develops or directs the development of new or changed internal operating procedures and instructions
• Participates in committees and task groups as budget process Subject Matter Expert
• Provides budgetary guidance, policy, assistance and fund control
• Accountable for the long-term financial management planning. Formulates, analyzes, presents, and executes multi-year budgets
• Ensures compliance with appropriation laws related to time, amount, and purpose, and applicable statutes
• Effectively presents the budget proposals persuading top officials to approve requested funding

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/13/2026. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience described below:

• Specialized Experience GS-13: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include:
