Essential Functions
Administrative and Operational: Collaborates with the department Directors, Managers, and staff to provide direction to DPH operations and contract management. Maintains working knowledge of each program area to ensure competency in all departmental functions. Assists in the development, implementation, and evaluation of new and existing programs and contracts. Actively identifies problems and opportunities for improvement; identifies appropriate solutions and involves others in the implementation process. Participates in processes to monitor and improve department administrative processes including preparing necessary and required reports to management. Participates in LEAN projects and meetings related to departmental goals and strategic objectives. Coordinates building and facility maintenance by working closely with Engineering, Environmental Services, Security, and outside vendors. Oversees personnel acquisition process for the entire department, including job posting, on- and off-boarding, and ongoing personnel needs for all roles (staff, volunteers, contractors, students, residents). Supports managers with recruitment, candidate screening, and participation on interview panels. Tracks staff compliance with agency requirements. Demonstrates problem solving with solutions that are practical, efficient, and reasonable given the applicable issues.
Fiscal Management: Works with department leadership to assure financial sustainability and viability of programs. Collaborates with departmental Directors and Managers to ensure maximization of resources. Assists with budget preparation and monitoring of expenditures from multiple funding sources. Assists in the preparation, submission, and execution of all grant applications and grant awards. Coordinates grant management activities and maintenance according to procedures defined by the department, DHHA, and all applicable laws and regulations. This may include tracking of funds, forecasting and developing budgets, establishing expenditure contracts, verifying expenses, and maintaining department budget software programs and databases. Interprets financial and service utilization data in order to identify opportunities for improvement and savings.
Leadership: Provides leadership support through mentoring, training, and educating department Directors and Managers on various topics, policies, and procedures. Functions as an administrative contact for DHHA Human Resources, Environmental Services, Legal, Finance, Purchasing, eHS, and SPARO departments. Acts as an effective and consistent role model. Sustains a positive public image for Public Health and serves the long-range success of the organization. Exemplifies courtesy, compassion, and responsiveness toward all peers, co-workers, and customers.
Personnel Supervision: Interviews, selects, and supervises program staff. Assigns duties, reviews work, expedites workflow, and uses progressive disciplinary process for substandard performance Delegates responsibilities and assignments among staff. Inspires trust and is approachable. Takes initiative to identify continuing education/training needs for self and supervised staff. Ensures training needs are met. Promotes and assists with departmental staff development and engagement activities.
Education
- Bachelor's Degree Required or High School Diploma or GED
- 8 years of relevant work experience is required. Experience can be accepted in lieu of education.
