Subcontract Analyst - Fabrications

About the role

We have an opening for a Subcontract Analyst who will solicit, negotiate, award, and administer various types of subcontracts for research and development, as well as commercial equipment, materials, supplies, and services. You will handle moderate to high-value, fixed-price, cost-reimbursable, and complex subcontracts in accordance with applicable regulations. This position is in Division A within the Procurement Department and may offer a hybrid schedule after a probationary period, including flexibility to work from home one or more days per week.

The role may be filled at either of two levels, with additional responsibilities assigned at the higher level.

Responsibilities

• Apply and interpret established procurement policies, procedures, and processes, including complex analyses to ensure compliance with internal and external standards, DOE/NNSA requirements, and business practices.
• Assist organizations in all activities related to placing complex subcontracts, including developing statements of work, identifying sources, and participating in acquisition planning.
• Review requisitions for completeness, ensure appropriate subcontract forms, identify prospective bidders, conduct vendor surveys, prepare and issue solicitations, host site visits, and issue addendums.
• Evaluate quotations and proposals, determine final vendor selection, negotiate terms and conditions, price, delivery, or project schedules, and award subcontracts within signature authority.
• Administer multi-faceted, moderate to high-dollar-value subcontracts from award through close-out, including project team participation, file documentation, vendor performance reviews, subcontract modifications, invoice approval, and close-out documentation.
• Analyze and interpret data with multiple factors and criteria; independently develop practical solutions to complex and diverse problems.
• Prepare reports and responses for audits or reviews, develop technical best-value source selection correspondence, and provide recommendations.
• Serve as a knowledge leader and technical resource, interfacing between subcontractors and Laboratory personnel; collaborate with and lead procurement teams, interact with internal customers, managers, and external vendors.
• Perform other duties as assigned.

Additional Responsibilities at the F04.4 Level

• Evaluate and administer highly complex, sensitive, and unique subcontract proposals from award through close-out, including frequent negotiation of multi-faceted, high-dollar-value, specialized requirements.
• Serve as a senior-level technical resource, interpreting highly complex technical specifications, statements of work, and processes to effectively engage with vendors, managers, and programmatic scientists and engineers.
• Manage complex projects, function as a project leader, and/or supervise or mentor other subcontract analysts.

Requirements

• Ability to secure and maintain a U.S. DOE Q-level security clearance (U.S. citizenship required).
• Bachelor’s degree in business administration or a related field, or equivalent combination of education and experience.
• Significant experience negotiating and administering subcontracts with unusual and/or complex terms and conditions.
• Significant experience applying price analysis techniques to determine best value for an organization.
• Working knowledge of DOE Acquisition Regulations (DEAR), Federal Acquisition Regulations (FAR), cost accounting standards, business law, government regulations, commercial practices, and Generally Accepted Accounting Principles (GAAP).
• Experience developing and writing various contract types, including fixed-price subcontracts, cost-reimbursable contracts, and blanket agreements.
• Ability to analyze and solve complex, multi-faceted problems; sound decision-making skills with the ability to assess situations, recommend actions, and implement solutions.
• Proven leadership skills and/or project management experience.
• Advanced verbal and written communication skills, with the ability to interact effectively in a diverse team environment, provide high-level customer service, and engage with program managers, clients, and external vendors.
• Effective organizational skills and the ability to work in a fast-paced environment while managing a diverse workload; ability to work independently toward goals and objectives.

Additional Qualifications at the F04.4 Level

• Extensive experience drafting, negotiating, awarding, and administering high-dollar-value, highly unusual, and complex subcontracts, including advanced knowledge of government and commercial subcontracts using best-value techniques and cost/price reasonableness determinations.
• Extensive leadership and/or project management experience, including the ability to lead and mentor subcontract analysts.
• Experience interpreting complex technical specifications, statements of work, and processes to effectively engage with vendors, managers, and programmatic scientists and engineers.

Pay

Annual pay ranges:

• $114,900 - $140,712 for the F04.3 level
• $137,910 - $168,852 for the F04.4 level

This is the lowest to highest salary range we would pay for this role at the time of posting. An employee’s position within the range will be based on factors including competencies, education, qualifications, certifications, experience, skills, seniority, geographic location, performance, and business needs.

Additional Information

This is a career indefinite position, open to both Lab employees and external candidates. A DOE Q-level security clearance is required, which includes U.S. citizenship and random drug testing for cleared employees.
