Structural Engineer - Top Secret clearance required for overseas project (Full-Time)

This position is located in Hanoi, Vietnam and involves relocation to the site. Short-term work in the continental United States may be required prior to mobilization and following demobilization.

About the role

The Structural Engineer/Senior Engineer II provides technical engineering expertise and oversight for the Hanoi New Embassy Compound (NEC) project, ensuring compliance with contract documents, codes, and quality standards. This role serves as a key interface between the client (U.S. Department of State, Bureau of Overseas Buildings Operations), contractors, and project stakeholders.

Responsibilities

• Perform technical inspections of structural work and monitor the contractor’s quality control program.
• Review project drawings and specifications to ensure compliance with applicable U.S. codes and standard building practices.
• Verify contractor performance aligns with design documents and resolve conflicts in contractor submittals.
• Observe onsite construction to confirm proper installation, forming, and execution of structural elements.
• Perform quality assurance tasks, including verifying materials meet contract requirements and corrective actions are implemented.
• Monitor the construction contractor’s quality assurance and safety program.
• Track construction progress against the project schedule.
• Submit weekly and monthly reports as requested by the Project Director.
• Prepare construction reports detailing progress and identifying issues related to structural engineering.
• Evaluate contractor-proposed remedies for construction problems and formulate solutions for the Project Director/Construction Manager.
• Review design documents (drawings and specifications) prepared by the A/E and perform quality assurance in your technical area.
• Perform quantity takeoffs and support the development of independent government estimates.
• Review contractor-submitted change order proposals and estimates.
• Manage, direct, and coordinate the work of assigned technical and clerical personnel.
• Assess and respond to Requests for Information (RFI).

Requirements

• Bachelor of Science degree in Engineering.
• Significant high-level analytical/operational experience in program/project implementation, including quality assurance, construction monitoring, technical analysis, scheduling, cost estimating, or constructability studies.
• Progressive career development and demonstrated subject-matter expertise in construction management, project management, engineering design, or a related field.
• Experience supervising mid-sized groups.
• Knowledge of construction safety regulations (e.g., EM 385-1-1, OSHA).
• Proficiency in Microsoft Suite (PowerPoint, Excel, Word).
• Understanding of basic data processing principles as related to engineering problem-solving.
• Familiarity with engineering mathematics, statistical analysis techniques, construction methods, and practices.
• Basic project management and supervisory principles.
• OSHA 10-hour or OSHA 30-hour certification (or ability to obtain within 3 months of hire).

• Ability to translate technical jargon and engineer-centric language into clear, concise reports.
• Analytical skills to identify problems, evaluate alternative solutions, and implement recommendations.
• Proficiency in preparing accurate, clear, and concise reports and presentations.
• Ability to interpret engineering construction plans, specifications, contract documents, and complex technical/legal documents.
• Understanding of maps, technical drawings, and plans.

Physical Requirements

• Ability to travel internationally and relocate to Hanoi, Vietnam.
• Capability to lift/carry 50 pounds occasionally and 20 pounds frequently.
• Able to stand, sit, climb ladders, and work at heights on project sites.
• Ability to work outdoors in a wide range of weather conditions and navigate uneven terrain on construction sites.
• Capable of working in confined spaces (e.g., crawl spaces, attics, utility pits, tunnels, manholes).
• Visual acuity to see objects near, far, in color, at night, and with depth perception.
• Auditory ability to hear speech or other sounds, including low-volume sounds in noisy environments.

Guidance and Supervisory Responsibilities

• Receives administrative and contract-related guidance from the MBP Project Manager.
• Reports to the client’s Project Director on a daily basis.
• Works independently to determine solutions and provides training to less experienced personnel.
• Capable of supervising individuals and teams.

Pay

The base salary range for this full-time position is $135,000.00 to $155,000.00. Actual compensation will be determined based on work location, qualifications, experience, job-related skills, and relevant education or training.
