Street Cleaning Program Manager (Maintenance Supervisor II)
Full-time position located at 299 N Kerby Ave, Portland, OR 97227. Alternate schedules may be available.
About The Division
The Operations Section cleans streets and right of way through street sweeping, mowing, brush cutting, herbicide spraying, bike lane sweeping, street flushing, graffiti abatement, bridge and overpass cleaning, deicing, and plowing. Additional duties include managing the Leaf Day program, cleaning before, during, and after major events such as the Rose Festival, and responding to emergency calls to clear the right-of-way of debris. This role is mission-critical to accomplish the increased dynamic workload efficiently.
Responsibilities
- Provide leadership for unionized day and night teams, fostering a workplace culture aligned with the City of Portland’s Core Values: anti-racism, communication, collaboration, equity, transparency, and fiscal responsibility.
- Plan, organize, evaluate, manage, and optimize staff work in developing, implementing, and administering maintenance and repair programs.
- Develop section performance measures using data to monitor outcomes and report on productivity goals; apply continuous improvement principles to enhance division growth and ensure quality, effectiveness, durability, and proper timing of maintenance and repairs.
- Establish standards and best practices, monitoring program performance against goals to ensure consistent quality and progressive results.
- Develop annual work plans, determine and prioritize work, assign resources, and manage budgets for related programs as directed by the Division Manager.
- Collaborate creatively and innovatively with team members and partners to achieve optimal outcomes for the City.
- Oversee procurement of equipment, parts, and supplies to support operational objectives.
- Collaborate with internal and external stakeholders in a dynamic, team-based environment.
- Sustain a culture of safety, organizational excellence, stewardship, and professionalism.
- Apply continuous improvement principles in daily work and long-range planning.
- Plan, organize, evaluate, and manage all programs and sweeping routes for planned and unplanned maintenance, seasonal maintenance (including the Leaf Day program), and hazard elimination as reported by the public, with an emphasis on equity analysis using geospatial information systems.
Requirements
- At least 5 years of progressive responsibility in Public Works program development and supervision, including implementation and administration of public works maintenance.
- Experience providing leadership and change management to create a high-performance, service-oriented work environment, including coaching, mentoring, and performance improvement for staff.
- Experience developing, monitoring, and reporting performance metrics with a focus on customer service, quality assurance, and continuous process improvement.
- Experience with asset management, geospatial information systems, and project management, including work planning, managing competing priorities and timelines, implementing standards, and ensuring delivery within budget.
- Strong written and oral communication skills, with the ability to tailor messaging to diverse audiences and document successful completion of assignments.
- A valid driver’s license and acceptable driving record.
