Job Summary/Purpose
The Lead, SC Standards & Processes–Procurement reports to the Manager, Category Management (Knowledge & Process Excellence), and often works closely with various leaders across the enterprise. This is a Senior Staff position which designs, develops, composes, and administers the standards, procedures and processes that guide the organization’s standard way of working related to Procurement. The position will work closely with all procurement and supply chain departments to ensure that processes are well documented, readily available, and effective.
JOB DUTIES/RESPONSIBILITIES
- Ensure annual refresh, networking and P&SC LT endorsement of the Supply Chain Standards & Processes Procurement strategy and plan, and that this is shared with the P&SC organization
- Subject Matter Expert of Procurement policies, standards, procedures, systems, and performance management views
- Ensure that the Team and its suppliers always put safety first. Actively promote strong safety behaviors, utilizing key tools such as Close Call / Good Catch - in addition to proactive field and office visits to review standards and behaviors. Monitors and influences suppliers and other stakeholders to proactively identify safety concerns. Levers Procurement best practices to support supply chain safety manager in services of the enterprise.
- Develop and administer clear, consistent, well-defined standards, processes and procedures related to Procurement activities across P&SC functions which are easily understood by those who utilize them.
- Support the Procurement process with process mapping, document development and management, and associated management of change; lead teams to define requirements, design appropriate processes and pilot new capabilities.
- Interpret company policies, processes and procedures to ensure adherence and consistency within the procurement and supply chain function.
- Maintain dashboards for visibility of applicable procedures and processes; define standard reports by role.
- Establish/administer process governance model including process change requests (templates, backlogs, prioritization, etc.)
- Review/approve process training materials for content accuracy/clarity (i.e. deployment training materials, job aids, etc.)
- Provide test scripts for user acceptance testing (UAT); participate in UAT.
- Define process performance and compliance KPI’s and metrics
- Partner with stakeholders to define, set, and achieve departmental goals that support the procurement and supply chain strategy and overall organizational goals for technology business services and procurement & supply chain.
- Persistently maintain healthy, positive, and valuable stakeholder relationships within the procurement and supply chain organization and with its customers and suppliers.
- Mentor and coach staff members, and support the broader talent development activities within the supply chain management organization.
- Responsible for understanding and administering Procurement and Supply Chain policies and procedures.
- At all times, operate with highest ethical standards and in full compliance with internal controls, policies, procedures, regulations and laws.
MINIMUM REQUIREMENTS
- Minimum education required of the position: Bachelor's degree in Supply Chain Management, Business, Accounting, Engineering, or related discipline or equivalent experience. MS/MBA preferred. Professional supply chain/procurement certification preferred.
- Minimum experience required of the position: 9 years of experience in Procurement processes, management and administration, with Lean Process expertise.
- Related Energy supply chain experience preferred.
- Desired knowledge, skills and abilities required of the position: Strong collaboration skills with a demonstrated ability of working well within a matrixed team; Demonstrated experience in writing procedures or technical documents; Excellent grammar and communication skills; Strong business acumen and demonstrated application in Procurement projects (purchase-to-pay, operational purchasing, category purchasing, contract purchasing, services, PO and invoice management & reconciliation), t/w a broad knowledge of Sourcing (Source to Contract, Strategic Sourcing, Category Management, Capital Contracting, Master Service Agreements and related Governance) and Materials (E2E Warehousing, Inventory & Logistics) and the interrelationship of all three disciplines; Experience in the application of Lean/Six Sigma methods and ways of thinking; Decisive leadership ability with the skill to influence others to action, and able to successfully implement strategies and process improvements; Able to build wide and effective networks of contacts inside and outside of the supply chain organization; Strategic and creative thinking that produces a range of solutions to problems, anticipates changes in the business environment, makes data driven decisions, and is focused on continuous improvement; Strong customer service, collaboration, and relationship management knowledge, skills, and abilities with an orientation to delivering results; Able to utilize information, and information technology / systems to make fact-based decisions; Proficient in using analytical tools to create project plans, supplier analysis, scorecards, etc. These analytical tools include MS Excel, MS Project, and other planning and analysis tools.
