About the Role

The Stockpile Programs Program Manager (PM) serves as the program authority within CNS and is the key interface among Government Agencies and external stakeholders. The PM provides program-level management and control for planning, authorizing, and monitoring work within approved technical scope, schedule, and funding constraints. Responsibilities include evaluating program and process problems, managing a complex, high-risk portfolio of projects, and ensuring the program’s overall success or failure.

The PM coordinates and facilitates activities of technical and administrative personnel, interfaces with internal and external customers, and represents CNS in meetings and negotiations. This role involves identifying customer needs, developing integrated projects, leading program requirements, and communicating program plans and status to stakeholders. The PM also prepares documentation for annual plan formulation, work authorization, performance monitoring, change control, and closeout, while performing risk management and economic analyses.

Responsibilities

• Provide program-level management for planning, authorizing, and monitoring work within approved scope, schedule, and funding constraints.
• Evaluate program and process problems to determine appropriate solutions.
• Manage a complex, high-risk portfolio of projects.
• Coordinate and facilitate activities of technical and administrative program personnel.
• Interface with internal and external customers, representing CNS in meetings and negotiations.
• Identify customer needs, requirements, and opportunities; develop integrated projects to exceed expectations.
• Establish and lead an integrated program team to develop multiyear plans balancing stakeholder views and corporate interests.
• Communicate program plans and status to management, stakeholders, and customers.
• Prepare documentation for annual plan formulation, work authorization, performance monitoring, change control, and closeout.
• Engage with scope-executing organizations to develop and seek concurrence on required change actions.
• Perform program risk management and economic analyses on new or improved product opportunities.
• Develop business models and determine market trends to substantiate long-term prospects.
• Manage the Performance Evaluation and Measurement Plan aspects of program requirements.
• Control costs within approved program targets.
• Review and approve or reject requests to pursue activities outside approved work scope or funding profile.

Requirements

• Bachelor’s degree with a minimum of 2 years of relevant experience OR Master’s degree with a minimum of 1 year of relevant experience.
• Thorough knowledge of NNSA and CNS processes, policies, and procedures; Y-12 products and manufacturing capabilities; NNSA 6.X or Phase X Weapons Product Realization process; shop floor work planning and execution; functional organization interactions; financial/budgeting processes and systems; and risk management.
• Ability to effectively interface with internal functional organizations and external customers.
• Represent the Stockpile Programs organization and CNS in federal and external meetings.
• Present technical information clearly and effectively through oral and written communications.
• Perform duties with initiative and make independent judgments on complex issues.
• Discern when an issue requires an official CNS position vetted through management.
• Evaluate program problems and determine appropriate solutions.
• Provide program-level direction and control for planning and executing work within approved scope, schedule, and funding constraints.
• Lead by influence.

Security and Compliance

Requires a Q clearance; all qualified candidates will be considered regardless of current clearance status. The ability to obtain and maintain a Department of Energy Q clearance is required. This position may require entry into Material Access Areas (MAA) and participation in the Human Reliability Program (10 C.F.R. Part 712), including a DOE counterintelligence evaluation and potential counterintelligence-scope polygraph examination.

This position may be categorized as a “designated position” under 10 C.F.R. Part 709, requiring a DOE counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination. U.S. citizenship is required for security clearance applicants.
