About the role

The Sr. Vice President, Field Operations, Safety & Security is responsible for planning, administering, and managing the District's Safety, Security, Business Continuity, Utility Locating, Field Service Operations, Dispatch, Meter Services, Procurement, Fleet Management, Facility Management, and inventory programs.

Responsibilities

  • Determine the short-term and long-term needs and objectives for the operational departments and divisions that this role oversees. Make necessary evaluations and recommendations to ensure the highest quality operations.
  • Guide and oversee the District’s Safety, Security, Business Continuity, Utility Locating, Field Service Operations, Meter Services, Procurement, Fleet Management, Facility Management, and inventory programs.
  • Develop and recommend changes to the District’s operational procedures as they relate to the safety of employees and the public in emergency response situations.
  • Oversee regulatory compliance regarding safety, security, emergency management, and underground utility locating.
  • Oversee the development and implementation of emergency plans and exercises specific to Business Continuity and Continuity of Operations protocols.
  • Provide strategic direction for the management of District facilities and motorized fleet to ensure the proper assets are provided and maintained for continuous use.
  • Oversee the operational budget for subordinate departments to ensure adherence to approved budgets and cost controls if necessary for corrective actions.
  • Create a work environment that provides direction and promotes continuous learning and development.
  • Develop talent: coach and mentor employees; support employee growth and development through leadership opportunities and professional development.
  • Provide employees feedback through completion of performance appraisals and employee one-on-one meetings.
  • Manage employee unacceptable behavior, poor work performance or policy violations, including the use of discipline when appropriate.
  • Plan for attrition through awareness of separation risks, cross-training, employee development and succession planning.
  • Fulfill responsibilities common to all Supervisory, Professional and Administrative positions as stated Required For All Jobs.

Requirements

  • Minimum of 10 years of utility experience with an emphasis on oversight of field operations, workplace safety & security, and/or enterprise-wide procurement including fleet management.
  • Minimum of 10 years of supervisory experience within a large organization to include, but not limited to, budgeting/planning, human capitol, and administration of both short-term and long-term projects across organizational lines within budget and schedule.
  • Experience in developing security requirements, performing threat assessments & risk evaluations, and managing outside contractors, as necessary.
  • Experience in field services operations to include demonstrated experience in setting strategy and driving changes to achieve results.

Qualifications

  • Bachelor's Degree Business Administration, Occupational Safety, Emergency Management, Engineering, or another related field.
  • Master’s Degree in Business Administration, Occupational Safety, Emergency Management, Security or another related field preferred.

Skills

  • Analytical and decision-making skills necessary to assume the daily responsibility for decisions, consequences, and results.
  • Knowledge of safety, security and emergency management issues, and ability to stay current with rapidly changing regulations.
  • Knowledge of the principles of management, organization, and administration of emergency management and preparedness programs, activities, and training.
  • Knowledge of emergency management procedures, practices, and regulations including National Incident Management System (NIMS) and the National Response Plan; NIMS ICS 100, 200, 300, 400, 700 and 800.
  • Knowledge of facility management utilizing strategic planning and preventative maintenance programs to provide and maintain facilities for current and future District needs.
  • Familiarity with Pipeline Hazardous Materials Safety Administration (PHMSA) regulations.
  • Familiarity with Federal Motor Carrier Safety Administration (FMCSA) regulations.
  • Familiarity with Department of Transportation (D.O.T.) Drug and Alcohol Testing requirements.
  • Efficient written and verbal communication skills, in English, to assist internal and external customers, co-workers and management professionally, regardless of provocation.
  • Proficiency with personal computers, tablets, and/or other electronic devices to include familiarity with, but not limited to, Microsoft Office Suite (Excel, Outlook, Word) and enterprise wide software (e.g., SAP).
  • Ability to learn new or upgraded computer software as required.
