About the role
The Sr. Subcontracts Administrator will serve as the primary compliance representative for subcontract activities, partnering with program management and internal stakeholders to ensure adherence to contractual, regulatory, and company requirements.
Responsibilities
- Review, prepare, and evaluate Requests for Proposals (RFPs), contract terms and conditions, clauses, and procurement documentation to ensure compliance with company policies, Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), Contractor Purchasing System Review (CPSR) requirements, and applicable regulatory standards.
- Conduct compliance reviews of supplier proposals, pricing submissions, and contractual terms and conditions; support source selection decisions and document fair and reasonable price determinations.
- Administer post-award subcontract activities, including modifications, change management, closeout actions, and ongoing compliance monitoring.
- Establish, maintain, and audit subcontract files and procurement documentation in accordance with approved purchasing system requirements, internal policies, and regulatory standards.
- Support internal and external audits, including CPSR assessments, ensuring timely responses to audit requests, corrective actions, and documentation requirements.
- Cook up and issue compliant RFP packages, and assist in establishing source selection criteria aligned with procurement regulations and company procedures.
- Maintain oversight of various subcontract types, including Cost Plus Award Fee (CPAF), Cost Plus Fixed Fee (CPFF), Time & Materials (T&M), Firm Fixed Price (FFP), and agreements executed under Other Transaction Authorities (OTAs).
- Participate in cross-functional teams to evaluate and resolve compliance risks associated with complex and non-standard subcontracting arrangements.
- Evaluate subcontractor performance, identify potential contractual or compliance issues, evaluate the impact of delays or non-compliance, and recommend corrective actions and recovery plans.
- Ensure all procurement and subcontract actions comply with applicable regulations, including FAR, DFARS, Cost Accounting Standards (CAS), CPSR requirements, export control regulations, and company policies and procedures.
- Collaborate with program, contracts, and finance teams to ensure contractual obligations, regulatory requirements, and performance commitments are met.
- Prepare, transmit, and monitor contractual correspondence; ensure accurate recordkeeping, timely reporting, and complete maintenance of subcontract files.
- Conduct periodic audits of subcontract and purchase order files to verify compliance with regulatory requirements, company procedures, and purchasing system standards.
- Provide compliance guidance and interpretation of FAR, DFARS, CPSR, CAS, and internal policies to support procurement and subcontract administration activities.
- Identify compliance risks, recommend process improvements, and assist with the implementation of corrective and preventive actions to strengthen internal controls and regulatory compliance.
- Perform additional compliance, contract administration, and procurement-related duties as assigned.
Requirements
- Minimum of 6-8 years of subcontract administration, compliance, supply chain procurement or equivalent experience.
- Bachelor's degree preferred in Business Administration or a related discipline.
- Four years of additional experience may substitute for degree.
- Experience interfacing with Defense Contract Management Agency (DCMA), Defense Contract Audit Agency (DCAA), and internal auditors.
- Understanding of Small Business plan goals, a plus.
- Strong knowledge of ITAR, EAR and other export/import regulations.
- Able to work independently and assess, prioritize, and drive issues to closure.
- Able to multitask and address/solve complex issues; pay strict attention to detail.
- Possess strong organizational, planning, verbal and written communication skills.
- NCMA CPCM/CFCM certification a plus.
- Proficient in MS Office Products (Excel, Word, PowerPoint, etc.).
- Deltek CostPoint Contracts Module working knowledge a plus.
- U.S. Citizenship is required.

Pay
Commensurate with experience.
Schedule
Regular i3 hours are 800 a.m. - 500 p.m. Monday-Friday, however, additional hours may be required on occasion.
