About the role

The Sr Specialist, Tank Integrity acts as a subject matter expert and inspection project manager for the Tank Center of Excellence (COE) Integrity Group. They are responsible for scheduling and executing regional tank integrity inspections in coordination with Tank COE project managers and asset stakeholders (Operations, Engineering, etc.), while maintaining long range inspection plans based on Phillips 66 programs as well as the risk profile of each asset.

Responsibilities

  • Planning and executing Tank COE integrity inspections using contract inspectors.
  • Verify all inspections comply with the Phillips 66 specifications, the latest 653 code and/or jurisdictional requirements.
  • Review API 653 inspection reports, construction drawings and historical data to assess damage mechanisms and risks of Aboveground Storage Tanks (AST) assets.
  • Record and manage critical AST asset documents within Company SharePoint and inspection database.
  • Ensure regulatory and company inspection due dates are met.
  • Coincide with project managers, construction managers, and local operations teams to develop and approve SOW’s that reduce risk, optimize schedule and costs and minimize impact to operations.
  • Aid in front-end-loading, developing efficient, fit-for-purpose scopes of work, and obtaining approvals that ensures asset integrity and regulatory compliance.
  • Ensure timely review and approval of contractor drawings, MTR’s and NDE reports.
  • Perform or manage QA walks during project, Mechanical Completion and Final PSSR/ Return to Operations (RTO).
  • Develop long range inspection plans based on due dates, level loading, AST asset risk, and budget considerations.
  • Lead or assist with incident investigations.
  • Serve as a Mechanical Integrity representative in corporate and other internal audits.
  • Coordinate with Subject Matter Experts (SMEs) on code and policy interpretation.
  • Participate in industry teams/committees to drive improvement to inspection programs.
  • Evaluate new inspection and/or repair technology as it comes to market.

Requirements

  • Legally authorized to work in the United States.
  • High School diploma or GED equivalent.
  • Knowledgeable in the design, inspection, repair and maintenance of AST’s.
  • 5 years of inspection, or mechanical integrity work.
  • Intermediate level proficiency in Microsoft Excel, Word, PowerPoint.
  • Currently hold, or willing to obtain API 653 certification.
  • Currently hold, or willing and able to obtain, a valid Transportation Workers Identification Credential (TWIC).
  • Experience managing multiple projects and priorities at the same time.

Preferred

  • 10+ years of inspection or mechanical integrity work.
  • Two-year technical or four-year bachelor degree in engineering.
  • Working knowledge of PCMS or similar inspection software.
  • API 510, API 570, CWI, API 576, API 579, API 580 Training/Endorsement/Certification.
  • Knowledgeable in the requirements of 49 CFR 195.
  • Cathodic Protection knowledge and working experience.
  • NACE Cathodic Protection and/or Coatings Certifications.

Pay

This position has a base salary range of $141,300 - $172,700. At Phillips 66, we are committed to pay transparency and competitive, equitable compensation. Each role is assigned a salary grade with a defined pay range, benchmarked against industry peers. Where a candidate offer falls within the posted range depends on the candidate's experience, skills, and alignment with the role’s requirements. Offers are made to ensure internal equity and market competitiveness.
