Sr. Manager, Data Analyst - Network Compliance
About the Role
Perform a key risk management role in the second line of defense for Capital One’s network and merchant businesses to help implement the framework for the network compliance program. As a critical member of the team, you will deliver effective challenge and compliance advice for business processes worldwide, serving as a subject matter expert to ensure the network compliance program aligns with Capital One’s broader enterprise risk management framework.

Responsibilities
- Develop a deep understanding of network and merchant business and compliance processes.
- Proactively identify trends in business and compliance data, demonstrating awareness of network payments compliance risks, including emerging external risks.
- Collaborate with first and second line functions to analyze the existing risk management program framework and its applicability to the network and merchant services business.
- Educate and influence risk management colleagues and senior leaders on data utilization, including nuanced or specialized considerations.
- Develop strong relationships with Business Risk, Legal, and Audit peers to support ongoing network compliance integration.
- Leverage analytic and technical skills to innovate, build, and maintain well-managed data solutions and capabilities to tackle business problems.
- Use Open Source/Digital technologies to mine complex, voluminous, and varied data sources and platforms.
- Build well-managed data solutions, tools, and capabilities to enable self-service frameworks for data consumers.
- Partner with business and compliance peers to provide consultancy and translate business needs into tools, techniques, metrics, and dashboards for insights and data visualization.
- Drive analysis that provides meaningful insights on business strategies.
- Ensure adherence to data quality management principles, including metadata, lineage, and business definitions.
- Collaborate with Tech teams to manage security mechanisms and data access governance.
- Build and execute tools to monitor and report on data.
- Work with large and complex databases containing millions to billions of records.
- Improve operational efficiencies and effectiveness.
- Conduct analysis to evaluate reporting, processes, and tests.
- Extract and analyze data to gauge line-of-business product offerings and compliance adherence.
- Consult on the design and implementation of new production and data storage systems.
- Develop and implement strategic tests of products, initiatives, and marketing materials.
Qualifications
- Currently has, or is in the process of obtaining, a Bachelor’s Degree in a quantitative field (Statistics, Economics, Operations Research, Analytics, Mathematics, Computer Science, or a related field) plus at least 7 years of experience performing data analytics, or currently has, or is in the process of obtaining, a Master’s Degree plus at least 5 years of experience performing data analytics. Required degree must be obtained on or before the scheduled start date.
- At least 5 years of experience performing professional data analysis work.
- At least 5 years of experience leading and developing with open source data technologies.
- At least 2 years of experience managing people.
Preferred Qualifications
- Master’s Degree or PhD in Finance, Economics, Statistics, Mathematics, Industrial Engineering, Operations Research, or a related field.
- At least 4 years of experience with Python, R, Spark, or SQL.
- At least 1 year of project management experience.
- At least 1 year of experience in Tableau.
- At least 1 year of experience utilizing and developing within AWS services.
- At least 3 years of legal, compliance, or risk management experience or at least 3 years of regulatory experience in consumer financial services or the payments industry.
Skills
- Scripting experience in Python, R, Spark, and SQL.
- Strong desire and experience working with data in various forms (data warehouses/SQL, unstructured data).
- Experience utilizing and developing within Snowflake services.
- Strong organizational skills, clear results orientation, and focus on achieving both short- and long-term goals.
- Successful track record of thriving in both highly regulated industries and fast-paced, entrepreneurial, dynamic environments.
- Collaborative, solution-oriented mindset with solid teamwork skills; ability to build and leverage the capabilities of a high-performing team.
- Highly developed interpersonal, presentation, and communications skills (written and oral) coupled with strategic influencing skills and the ability to drive agreement through intellect, interpersonal, and negotiation skills.
- Ability to balance operating independently with appropriate escalation and interaction with senior leadership.
- Ability to thrive as a team player and interact with associates across functions, departments, and job levels, both inside and outside the Compliance Department.
- Understanding of key regulatory requirements and the three lines of defense risk management framework.
- Passion for the newest and most innovative analytical tools.
- Strong problem-solving and conceptual thinking abilities, along with leadership skills.
Pay
The minimum and maximum full-time annual salaries for this role are listed below by location. Salaries for part-time roles will be prorated based on the agreed-upon number of hours worked:
- McLean, VA: $200,700 - $229,100
- Richmond, VA: $182,500 - $208,300
- New York, NY: $219,000 - $249,900
- Chicago, IL: $182,500 - $208,300
Candidates hired to work in other locations will be subject to the pay range associated with that location. This role is also eligible for performance-based incentive compensation, which may include cash bonuses and/or long-term incentives (LTI).
