Sr. Manager, Data Analyst - Network Compliance
Perform a key risk management role in the second line of defense for Capital One’s network and merchant businesses to help implement the framework for the network compliance program. This position is a critical member of the team responsible for delivering effective challenge and compliance advice for business processes worldwide, as well as serving as a subject matter expert to ensure the development of the network compliance program aligns with the company’s broader enterprise risk management framework.

About the Role
As a Senior Manager Data Analyst in Network Compliance, you will be a highly motivated risk management professional with excellent organizational, leadership, and communication skills. You will have high-level exposure to business leaders and work with executives to create and implement innovative solutions to identify and mitigate potential risks. You will drive current and future strategy by leveraging analytical skills, building and using models to test and validate data, and working with vast amounts of data in evolving environments. You will also develop metrics and reporting for existing, new, and emerging markets, and collaborate across business units in a fast-paced, entrepreneurial environment.
Responsibilities
- Develop understanding of network and merchant business and compliance processes.
- Proactively identify trends in business and compliance data and demonstrate appreciation of network payments compliance risks, including emerging external risks.
- Collaborate with first and second line functions to analyze the existing risk management program framework and its applicability to the network and merchant services business.
- Educate and influence risk management colleagues and senior leaders with respect to data utilization, including nuanced or specialized considerations.
- Develop strong relationships with Business Risk, Legal, and Audit peers to support ongoing network compliance integration.
- Leverage analytic and technical skills to innovate, build, and maintain well-managed data solutions and capabilities to tackle business problems.
- Use Open Source/Digital technologies to mine complex, voluminous, and varied data sources and platforms.
- Build well-managed data solutions, tools, and capabilities to enable self-service frameworks for data consumers.
- Partner with business and compliance peers to provide consultancy and translate business needs into tools, techniques, metrics, and dashboards for insights and data visualization.
- Drive analysis that provides meaningful insights on business strategies.
- Drive an understanding and adherence to the principles of data quality management including metadata, lineage, and business definitions.
- Work collaboratively with Tech teams to manage security mechanisms and data access governance.
- Build and execute tools to monitor and report on data.
- Mine data to arrive at specific and crucial information for the organization.
- Identify and implement process, data, metric, and reporting improvements.
- Work with large and complex databases containing millions to billions of records.
- Improve operational efficiencies and effectiveness.
- Conduct analysis to evaluate reporting, processes, and tests.
- Extract and analyze data to gauge line of business (LOB) product offerings and compliance adherence.
- Consult on the design and implementation of new production and data storage systems.
- Develop and implement strategic tests of products, initiatives, and marketing materials.
Requirements
- Degree specialized in a Science, Technology, Engineering, or Mathematics discipline.
- Scripting experience in Python, R, Spark, and SQL.
- Strong desire and experience with data in various forms (data warehouses/SQL, unstructured data).
- Experience utilizing and developing within Snowflake services.
- Strong organizational skills, clear results orientation, and focus on achieving both short and long-term goals.
- Successful track record of thriving in both a highly regulated industry and a fast-paced, entrepreneurial, and dynamic environment.

Qualifications
- Currently has, or is in the process of obtaining, a Bachelor’s Degree in a quantitative field (Statistics, Economics, Operations Research, Analytics, Mathematics, Computer Science, or a related field) plus at least 7 years of experience performing data analytics, or currently has, or is in the process of obtaining, a Master’s Degree plus at least 5 years of experience performing data analytics, with an expectation that the required degree will be obtained on or before the scheduled start date.
- At least 5 years of experience performing professional data analysis work.
- At least 5 years of experience leading and developing with open-source data technologies.
- At least 2 years of experience managing people.
Preferred Qualifications
- Master’s Degree or PhD in Finance, Economics, Statistics, Mathematics, Industrial Engineering, Operations Research, or a related field.
- At least 4 years of experience with Python, R, Spark, or SQL.
- At least 1 year of project management experience.
- At least 1 year of experience in Tableau.
- At least 1 year of experience utilizing and developing within AWS services.
- At least 3 years of legal, compliance, or risk management experience or at least 3 years of regulatory experience in consumer financial services or payments industry.
Pay
The minimum and maximum full-time annual salaries for this role are listed below by location:
- McLean, VA: $200,700 - $229,100
- Richmond, VA: $182,500 - $208,300
- New York, NY: $219,000 - $249,900
- Chicago, IL: $182,500 - $208,300
Candidates hired to work in other locations will be subject to the pay range associated with that location. This role is also eligible for performance-based incentive compensation, which may include cash bonuses and/or long-term incentives (LTI).
