Special Projects Manager (Housing & Redevelopment)

Principal Duties

  • Serve as a liaison between developers, property/business owners, and City development review staff to facilitate efficient development application, land use planning, and annexation review processes of behalf of housing and redevelopment projects.
  • Serve in a coordinator role for an interdepartmental City of Longmont redevelopment team that includes staff from various city departments for the implementation of projects targeted redevelopment areas.
  • Perform feasibility and preconstruction planning for housing and redevelopment projects.
  • Act as owner’s representative for housing and redevelopment project design, engineering, and construction, including managing consultants/contractors, budget management and payment coordination, conducting inspections, and making recommendations to leadership for decision-making.
  • Integrate City resources to amplify housing and redevelopment investments by forging cross-departmental synergy for the benefit of residents of affordable communities in the areas of accessibility, equity, green building, climate and energy goals, and reducing the digital divide.
  • Develop and negotiate public/private partnerships through (re)development agreements, and evaluate the appropriate level of public investment, public financing, and other assistance to facilitate private investment in the city.
  • Prepare financial and technical analysis, economic and fiscal impact reports, and other planning, marketing and real estate analyses for consideration by City staff, City Council and other groups when housing and redevelopment projects and/or public investment are proposed.
  • Provide technical assistance to City staff and any consultant teams regarding development opportunities, economic and market analysis, and implementation strategies.
  • Coordinate and provide recommendations regarding housing and redevelopment project activities, including real estate acquisition and disposition, relocation, demolition, eminent domain activities, building construction and rehabilitation, property management, and public improvements.
  • Respond to inquiries and provide timely follow up to existing and prospective businesses, commercial and residential real estate brokers, developers and investors interested in housing, economic development, and/or redevelopment in the City.
  • Support the Director of the Longmont Urban Renewal Authority to develop and implement LURA’s goals, objectives, policies and procedures, and staff activities.
  • Negotiate financial matters with other governmental entities including school district, counties, and other special taxing districts.
  • Negotiate and close land acquisitions relative to pursuit of development projects.
  • Manage housing and redevelopment projects including structuring public/private partnerships, technical/financial analysis, meetings and coordination with City staff, City Council, developers, property owners, consultants, attorneys, appraisers and others.
  • Conduct research; track development trends, patterns and activity; analyze findings; and make recommendations as necessary to the public, City Council/LURA/LHA, the City’s economic partners, non-profit and for-profit housing partners, and others.
  • Prepare Request for Proposals (RFPs) for housing and redevelopment plans and related efforts; review and analyze proposals; oversee the work of consultants and outside professional service providers.
  • Manage professional consultants for the development of plans, specifications, studies, and/or reports.
  • Collaborate with partner organizations, including but not limited to the Longmont Area Chamber of Commerce, Longmont Economic Development Partnership, Longmont Downtown Development Authority.
  • Cook up agenda items for the City Council, Longmont Housing Authority Board of Commissioners, Longmont Housing and Human Services Advisory Board, Longmont Housing Authority Advisory Board, and other committees, commissions, and boards involved in housing development.

Qualifications

  • Any combination of education and experience equivalent to a Bachelor's Degree in Urban or Regional Planning, Business Administration, Economic Development, Public Administration, Development Finance, or closely related field.
  • Five years of increasingly responsible experience in the administration of housing development or policy, redevelopment, economic development, and/or land use planning programs with at least four years of responsible project management experience.
  • Experience associated with initiating complex housing, economic, and/or redevelopment projects is desirable.

Special Qualifications

  • Direction and assignments require independent judgment and initiative in prioritizing, scheduling, assigning, and coordinating the work.
  • Affordable Housing Development Finance Certification and/or Economic Development Certification or ability to become certified within 6 months.
  • Possession of a valid Colorado driver's license.
