Position Description & Qualifications Join Serco’s Talent Acquisition team as a Sourcing Recruiter and help identify, engage, and build relationships with high-quality talent supporting Serco’s business and mission-focused programs. This position is dedicated to proactive candidate sourcing, market research, talent mapping, and pipeline development. The ideal candidate is an experienced sourcing professional who is skilled at finding passive talent, developing targeted search strategies, and creating meaningful candidate engagement. In This Role, You Will Develop and execute sourcing strategies for complex, high-volume, and hard-to-fill positions across Serco’s business areas.Identify and engage passive candidates through professional networks, social media, search engines, job boards, talent communities, internal databases, and other sourcing channels.Use Boolean search, candidate research, talent mapping, and competitive intelligence to build qualified talent pipelines.Partner with recruiters, Talent Acquisition leaders, hiring teams, and business stakeholders to understand position requirements and establish effective sourcing plans.Conduct initial candidate outreach and qualification conversations to evaluate experience, skills, interests, availability, and alignment with position requirements.Build and maintain diverse talent pipelines for current openings and anticipated workforce needs.Develop personalized candidate outreach campaigns that communicate Serco’s opportunities, mission, culture, and employee value proposition.Track sourcing activity, candidate engagement, pipeline conversion, and other performance measures using Serco’s recruiting technology and reporting tools.Maintain accurate, timely, and compliant candidate records within the applicant tracking system and related recruiting platforms.Provide talent market insights, competitor intelligence, candidate availability data, and sourcing recommendations to Talent Acquisition and business leaders.Support sourcing initiatives for cleared, technical, professional, corporate, military veteran, and other specialized talent populations.Represent Serco professionally while delivering a responsive and positive candidate experience throughout the sourcing process.Remain current on sourcing technologies, artificial intelligence tools, labor-market trends, recruiting practices, and applicable employment requirements. To be successful in this role you will have U.S. Citizenship.Bachelors degreeA minimum of 5 years of experience working in a dedicated, sourcing-only role in supporting Government contracts, with primary responsibility for candidate identification, research, outreach, engagement, and talent-pipeline development.Extensive experience using candidate relationship management (CRM) platforms to build, engage, and nurture talent pipelines.Demonstrated experience sourcing passive candidates for complex, specialized, high-volume, or hard-to-fill positions.Advanced proficiency with Boolean search, internet research, talent mapping, candidate outreach, and professional networking platforms.Strong written and verbal communication skills, including the ability to create personalized candidate outreach.Ability to effectively manage multiple sourcing priorities in a deadline-driven environment.Strong organizational skills, attention to detail, and commitment to maintaining accurate candidate information.Ability to work independently in a remote environment while collaborating effectively with recruiters, hiring teams, and business leaders.Demonstrated commitment to ethical recruiting practices, candidate privacy, and consistent hiring processes. Preferred Qualifications At least 1 of the following AIRS certifications, highest preference for a (CASR) Certified AI and Sourcing Recruiter.Certified Technical Recruiter (CTR)Certified OSINTProfessional Recruiter Certification (PRC)Certified Diversity Recruiter (CDR)Certified Military Veteran Recruiter (CMVR)Certified AI and Sourcing Recruiter (CASR)Certified Internet Recruiter (CIR)Certified AI and Sourcing Recruiter (CASR) certification.Strong preference for candidates with demonstrated knowledge and practical use of Microsoft Copilot and other AI-powered productivity tools in recruiting and sourcing workflows.Experience sourcing candidates for federal contracting, defense, information technology, engineering, professional services, or other highly specialized positions.Experience sourcing candidates who possess active security clearances or specialized credentials.Experience supporting military and veteran recruiting initiatives.Experience developing talent intelligence, labor-market research, competitor analysis, and sourcing performance reports.Experience partnering with distributed recruiting teams and business stakeholders in a remote environment.Familiarity with Microsoft 365 applications and contemporary recruiting and sourcing technologies.
