About the role

Works under direction and requires thorough knowledge of the sourcing lifecycle to independently research, evaluate, and plan a comprehensive portfolio of contracts and purchases based on past performance, future needs, and strategic direction.

Responsibilities

• Assists with simultaneous initiatives by monitoring and reviewing the use of a comprehensive portfolio of specialized and ongoing procurement contracts from individual suppliers to determine whether to renew or replace current contracts.
• Tracks and reviews complaints to vendors (CTV).
• Reviews sourcing history to provide quality assurance and change control, negotiating more favorable terms and costs.
• Identifies and evaluates risks, utilizing the procurement lifecycle to fulfill stakeholder needs.
• Builds the contract portfolio across multiple program areas.
• Plans and tracks individual procurement contracts, defines requirements, quality standards, and timelines, and evaluates risks that may affect the solicitation to ensure the contract meets program area needs.
• Defines specific activities to produce solicitation deliverables, determines cost projections, identifies cost savings, and ensures the solicitation is ready to move to the next phase.
• Addresses problems found during due diligence, ensures scheduled time frames are met, and resolves delivery issues.
• Provides supplier performance data, market analyses, and evaluates market trends using fiscal year spend data to determine where contracts should be developed.
• Maintains knowledge in the fields of procurement, public procurement, and contracts.
• Communicates with suppliers, stakeholders, and clients to ensure needs are met.
• Provides regular progress reports for management and clients.
• Attends meetings, training, and conferences; may be required to give presentations.

Requirements

• 42 months of experience or training in purchasing, procurement, or sourcing, including experience in performing spend analysis, developing sourcing strategy, and evaluating vendor performance.
• OR completion of an undergraduate core in public or business administration, purchasing, materials management, contracting, acquisition management, logistics, supply chain management, operations management, or other sourcing-related field; plus 18 months of experience or training in purchasing, procurement, or sourcing.
• OR completion of a graduate core in public or business administration, purchasing, materials management, contracting, acquisition management, logistics, supply chain management, operations management, or other sourcing-related field; plus 6 months of experience or training in purchasing, procurement, or sourcing.
• OR 24 months of experience as a Sourcing Analyst (Job Code 64512).
• OR 12 months of experience as a Senior Sourcing Analyst (Job Code 64513).
• OR equivalent of the minimum class qualifications for employment noted above.
