Shipyard Competent Person

About the role

CTR Group is seeking a Shipyard Competent Person for a shipyard in Bremerton, WA. Local candidates are preferred. This position is a key member of the health and safety team, ensuring that all industrial activities in confined and enclosed spaces are safe by performing atmospheric testing and physical hazard assessments. Overtime, weekend, holiday, and extended shift work is required.

Requirements

• High school diploma/GED
• Minimum 1–2 years experience in a shipyard environment
• Current OSHA Maritime 10‑Hour training
• 24‑Hour Shipyard Competent Person training and annual 8‑hour update (highly preferred/required)
• Shipboard experience is required
• Additional training will be provided upon hiring

Essential Functions and Duties

• Ensure tank/compartment has an updated safe‑for‑hot‑work and/or entry ticket and that ticket requirements (ventilation, lighting, safety equipment, etc.) are met.
• Verify that conditions of the tank/compartment have not changed since the ticket was written (e.g., fuel run‑back, unsafe conditions).
• Ensure a WAF ticket is posted on the job site for the specific job; no work may proceed without a posted WAF.
• Ensure compliance with any other safety issues related to the specific job (special staging, face shields for grinding, protective clothing for hot work, breathing apparatus with correct cartridges, etc.).
• Leave the job site in a safe and clean condition prior to departure.
• Complete assignments with little to no supervision.
• Inspect spaces and tanks in industrial settings to ensure compliance with occupational safety and health regulations.
• Inspect and test the atmosphere of enclosed and confined spaces using gas detection meters as required by OSHA where a Marine Chemist is not required.
• Maintain conditions annotated on the Marine Chemist Certificate as required.
• Maintain the daily tank matrix for each vessel under repair.
• Post and update the Competent Person’s Record of Tests and Inspections with conditions for entry and/or hot work.
• Review hot‑work requests, inspect hot‑work areas, and approve or deny hot work as appropriate.
• Perform daily bump/calibration checks of test equipment.
• Conduct safety‑compliance inspections and document findings.

Skills and Qualifications

• Ability to plan, organize, prioritize, and handle problems without assistance.
• Proficient with the Competent Person/Tank Testing process and related equipment.
• Proficient with applicable OSHA and NAVSEA standard items.
• Maintain qualified competent‑person status.
• Ability to conduct atmospheric testing and space inspections to determine safety for workers and hot work.
• Ability to complete and monitor CP logs and maintain inspection/testing records.
• Understanding of all hot‑work rules and regulations and cold‑work requirements.
• Ability to read and comprehend the Marine Chemist Certification.
• Previous Competent Person certifications.
• Knowledge of safety regulations and hazards with the ability to execute them.
• Knowledge of ship navigation and nomenclature.
• Ability to perform work with limited or no supervision.
• Ability to climb ladder wells, enter tanks/voids and other confined spaces.
• Tank/void‑watch qualified.
• Ability to traverse multiple classes of U.S. Navy warships, including ladder wells, tight compartments, tanks, voids, bilges, and heights exceeding 4 feet.
• Availability to work all shifts, weekends, and extended shifts as required.
• Effective communication with project managers and production personnel.

Pay

$25 per hour plus benefits.

Schedule

Requires overtime, weekend, holiday, and extended shift work; availability for all shifts as needed.
