About the role

The incumbent manages and directs staff responsible for supporting the Automated Pavement Condition Survey (APCS).

Responsibilities

  • Provide directions and support to staff performing engineering analysis and reviews of pavement related issues;
  • Prepare work plans and monitor progress to ensure timely delivery of office tasks, projects, products, and other assignments;
  • Ensure deliverables are consistent with the overall vision, goals, and policies of the Pavement Program, Maintenance Division, and Department;
  • Develop, manage, and administer all contracts related to APCS, including support and coordination with internal and external stakeholders;
  • Develop and document business processes and engineering procedures for APCS quality assurance;
  • Oversee development and maintenance of the Office websites;
  • Perform, coordinate, and monitor technical studies;
  • Prepare and review reports on complex problems/issues relating to pavement.

Requirements

The position requires a valid Professional Engineering License (Civil) issued by the California Board of Registration for Professional Engineers for appointment.

The incumbent must possess and maintain a valid California Driver's License.

Qualifications

Demonstrated professional engineering experience supervising or planning and organizing technical work for a large team by leading and directing staff, building consensus, balancing multiple priorities to manage progress for meeting deadlines.

Demonstrated experience coordinating and collaborating with HQ functions, districts, and external partners responsible for transportation and pavement project planning and development.

Demonstrated experience with developing scripts and macros or using spreadsheets and pivot tables to evaluate pavement conditions or analyze engineering data, develop conclusions and recommendations, summarize and make recommendations for management.

Demonstrated experience with pavement management decisions or transportation-related project development and financing, including the design, construction, and maintenance of various pavement strategies.

Demonstrated ability to initiate, develop, document, and communicate process improvements and innovations by championing through implementation.

Ability to communicate effectively in writing by preparing engineering reports, policies, or guidance; verbally by identifying and presenting issues to management; and making effective training presentations.

Possession of Minimum Qualifications will be verified prior to interview and/or appointment.
