About the role

Support the Subcontracts team in preparing, negotiating, and administering subcontract agreements and related procurement activities.

Responsibilities

  • Prepares recommended source lists of qualified subcontractors, drawing upon past performance experience, and coordinates the list with project management and client recommendations.
  • Prepares Request for Proposal forms and verifies accuracy and completeness of proposal packages, interfacing with affected sections to ensure all necessary data is included.
  • Receives subcontractors' responses to requests for proposals, evaluates each subcontractor's ability to meet Company and project requirements, and negotiates terms and conditions.
  • Prepares and issues contracts commensurate with delegated procurement authority.
  • Prepares and negotiates subcontract agreements, master service agreements, task orders, documents, and amendments, including identification and inclusion of flowdown requirements from the prime contract.
  • Ensures that terms and conditions are appropriate for each subcontract.
  • Prepares reports and contractual correspondence for project management and clients.
  • Establishes and maintains accurate tracking records tailored to each subcontract.
  • Maintains and updates subcontractors' files, including records of payment.
  • Performs subcontract closeout actions, completes file documentation, and ensures retention of hard copy reports and claims for seven years.
  • May provide technical guidance to lower-level Subcontract Administrators, make assignments, and review completed work.
  • Serves as liaison between subcontractor and procurement personnel.
  • Performs other responsibilities associated with this position as may be appropriate.

Requirements

  • 5+ years of procurement experience.
  • Bachelor’s degree in Business Administration, Engineering, Construction, or a related field.
  • Overall understanding of procurement principles and concepts, including solicitation of proposals, proposal analysis, award and administration of subcontracts, and closeout procedures.
  • Capable of creating cost and price analysis justifications to support subcontract awards.
  • Capable of providing market research to support source selection of subcontract awards.
  • Must be able to adapt to and be a positive agent for change.
  • Ability to communicate effectively with internal and external customers.
  • Strong organizational and workflow skills.
  • Working knowledge of Microsoft Tools.
  • Prior procurement experience with CostPoint is a plus.
  • Knowledge of purchasing practices in the engineering and construction industry is preferred.
  • Demonstrated proficiency in utilizing SAP/Ariba is preferred.
  • Must be a US Person.
