About the role

The Senior Right of Way Agent/District Branch Chief is the first supervisory level position in the Right of Way series in the Division of Right of Way and Land Surveys. Under general direction of the Supervising Right of Way Agent/Office Chief, the position directs and is responsible for the successful completion of a major phase of Right of Way program activities, including those directly related to project delivery.

As a principal assistant to the Supervising Right of Way Agent/Office Chief, this position assigns, supervises, reviews, and approves the work of direct-report personnel, consults with and advises district management, and may act as their direct representative in major program areas at private or public meetings. Responsibilities include staff onboarding, development and training, professional practices, programs, and budgeting specific to their work unit. This position may advise and consult with district and statewide Right of Way personnel.

This position may also serve as a staff specialist in the development and implementation of statewide policies, standards, procedures, training programs, legislation, and as intergovernmental agency liaison in assigned program areas.

Under the general supervision of a Supervising Right of Way Agent serving as the Office Chief, the incumbent is responsible for the planning, supervision, coordination, and direction of the project coordination/project delivery functions of the Division in accordance with applicable state and federal laws and regulations, the rules and regulations of the California Transportation Commission, and the policies and procedures of the Department. The incumbent is expected to demonstrate a high degree of independence of action.

Responsibilities

  • Direct and oversee a major phase of Right of Way program activities, including project delivery.
  • Assign, supervise, review, and approve the work of direct-report personnel.
  • Consult with and advise district management; act as their representative in major program areas at private or public meetings.
  • Manage staff onboarding, development, training, professional practices, programs, and budgeting for the work unit.
  • Advise and consult with district and statewide Right of Way personnel.
  • Develop and implement statewide policies, standards, procedures, training programs, and legislation.
  • Serve as an intergovernmental agency liaison in assigned program areas.
  • Plan, supervise, coordinate, and direct project coordination and delivery functions in compliance with state and federal laws, California Transportation Commission rules, and Department policies.

Qualifications

This position is open to individuals who are currently in the classification, eligible for lateral transfer, eligible for reinstatement, have list or LEAP eligibility, are in the process of obtaining list eligibility, or have SROA and/or Surplus eligibility. SROA and Surplus candidates are given priority.

Pay

$8,678.00 - $10,783.00 per month. New to State candidates will be hired into the minimum salary of the classification or minimum of alternate range when applicable.

Schedule

Permanent, full-time position. This position may be eligible for hybrid telework at the discretion of the Department, based on Caltrans’s evolving telework policy. In-person attendance may be required based on operational needs, and employees must be able to report to their worksites with minimal notice if an urgent need arises. The selected candidate will be required to commute to the headquartered location in Alameda County as needed.

Business travel may be required, with reimbursement subject to CalHR regulations or applicable bargaining unit contract provisions. All commute expenses to the headquartered location will be the responsibility of the selected candidate.
