About the role

This is a permanent, full-time position with the expectation to travel to customer sites as needed. The role focuses on the Public Sector (state, local, county, public utilities & transportation) and K12 markets, helping to refine IBM’s approach and drive success for these clients.

Responsibilities

  • Improve customer success through customer-centric engagement and high customer satisfaction.
  • Establish public sector/K12 industry best practices and customer advocacy within IBM delivery.
  • Orchestrate delivery-led growth and partnership with public sector/K12 clients.
  • Create customer forums and groups to enhance IBM client experience and industry presence.
  • Administer IBM engagements by expanding service lines within public sector clients.
  • Direct multiple project work teams, collaborating with project managers, account managers, and delivery leadership.
  • Direct development and integration of project deliverables.
  • Set project objectives and priorities, monitor progress, performance, and staffing requirements.
  • Provide leadership and creativity in structuring large client engagements, typically with multi-year contracts, multiple sub-contractors, and numerous phases.
  • Successfully and profitably manage the delivery of a portfolio of public sector projects within planned timelines, budgets, margins, and quality specifications using appropriate methodologies (e.g., risk mitigation, change/control management, contract management).
  • Write accurate and effective statements of work to ensure clarity of project expectations and roles for both clients and IBM staff.
  • Identify and pursue new business opportunities that result in profitable revenue growth within existing client bases, including qualifying, pricing, and negotiating services.
  • Participate in sales and pre-sales activities for new public sector client pursuits, representing IBM’s delivery methodology, approach, and expertise.
  • Establish strong client relationships, leveraging public sector expertise to translate long-range client requirements into a services strategy.
  • Build partnerships with client senior management and executives, navigating project progress, anticipating and communicating issues, and serving as an escalation point.
  • Maintain long-term client relationships after project completion.
  • Function as an expert in one or more solution areas, determining how solutions fit into the client’s business and drive growth for IBM.
  • Establish and maintain relationships with public sector trade associations, regulatory organizations, and key government executives.

This role can be performed from anywhere in the U.S.

Requirements

  • A minimum of 15 years of consulting experience or equivalent, with at least 6 years of managing projects/programs at consulting firms supporting public sector clients.
  • Prior experience with ERP and HCM SaaS applications, preferably with Oracle Cloud.
  • Experience as an architect, solutions specialist, business development manager, or project manager.
  • A sustained record of developing new, profitable add-on business.
  • Strong communication skills with experience developing relationships at all client levels.
  • Strong presentation and listening skills.
  • Collaborative team player who thrives in a fast-paced, diverse environment.
  • Attention to detail and a natural curiosity to dig deeper to understand and solve problems.
  • In-depth knowledge of public sector organizations, processes, challenges, common systems, and technologies.
  • Active participation in professional associations, industry roundtables, or similar groups.

Preferred Qualifications

  • Strong Oracle Applications knowledge, including experience delivering Oracle Applications solutions and understanding project charter/contract requirements.
  • Familiarity with Oracle Enterprise Applications and similar environments.
  • Advanced project management methodologies, including their application in guiding project planning, execution, and monitoring.

Preferred Education: Master’s Degree
